January 27, 2011 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, January 27, 2011 at 7:35 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

JOURNAL OF PROCEEDINGS

Alderman Moirano moved to approve the minutes of the regularly scheduled meeting of January 13, 2011 as printed subject to deletions or corrections. Alderman McAvoy second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

    MAYOR

    Mayor Howley thanked everyone for their thoughts and prayers on the passing of his grandmother.

    Mayor Howley read a thank you card from Chris Doherty of the Clerk’s office for the City’s expression of sympathy on the passing of her father, Mr. Louis Siorek last week.

    Mayor Howley congratulated School District 117 on receiving the Lincoln Award.

    Mayor Howley reported he is talking with PACE regarding three or four new bus shelters. He will keep the Council informed.

    Mayor Howley is in receipt of a request from the St. Patricia’s Parent’s Club for a temporary liquor license for a Bunco/Raffle to be held on Friday, April 1st. Alderman Stachnik moved to approve this temporary license with fees waived. Alderman Szeszycki second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

    CITY CLERK

    Deputy Clerk Catizone is in receipt of a request from the Hickory Hills Kiwanis Club to place an ad in their annual Showcase of Talent Show at Stagg High School on March 5th and March 6th. Alderman McAvoy moved to approve a ½ page ad at the cost of $80.00. Alderman DeRose second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

    CITY TREASURER

    Treasurer Schramm presented the Treasurer’s Report dated December 31, 2010 for approval. Alderman Szeszycki moved to approve the December 31, 2010 Treasurer’s Report. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

    CITY ATTORNEY

    Alderman Moirano moved to open the Public Hearing of the City of Hickory Hills concerning the 2011 Cook County Community Development Block Grant Program. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved. Minutes are attached.

    Alderman Moirano moved to close the Public Hearing. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved. The Public Hearing was adjourned at 7:49 p.m.

    Attorney Cainkar presented Resolution 11-02, a resolution of the City of Hickory Hills approving a grant application for the 2011 Cook County Community Development Block Grant Program. This grant application is for street resurfacing of 93rd Street, 82nd Avenue alley in the amount of $57,280. Alderman McHugh moved to approve Resolution 11-02. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

    Ord. 11-1

    Attorney Cainkar presented Ordinance 11-1, an ordinance dissolving certain special service areas within the City of Hickory Hills, Cook County, Illinois. These are routinely done when the projects are complete. Alderman Stachnik moved to approve Ord. 11-1. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman McHugh moved to approve bills payable for the second half of January 2011 in the amount of $848,358.20. Alderman McHugh second. Treasurer Schramm noted 3 contractors’ bills totaling $450,000.00 appear on these bills payable. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

STANDING COMMITTEES

    Moirano/Public Works

    Alderman Moirano reported this winter’s prolonged freezing temperatures have caused numerous water main breaks. Sewer rehab has become secondary to repairing main breaks, looking for water leaks, or plowing snow. He noted the quarterly report compliance commitment to MWRD and IEPA is mostly contractor’s work as prominent activity. This quarter does not look much better. Public Works will continue contractor’s activity of grouting and partial and full synthetic lining after the weather breaks with the balance of budgeted rehab funds.

    McHugh/Bldg./Facilities

    Alderman McHugh reported the electronic sign at City Hall will have some repair done and he just signed an agreement to complete the repairs.

    Alderman McHugh reported a meeting was held at Parkview and everything is done except for some painting on the railings.

    DeRose/Health & Environmental Control/Recycling

    Alderman DeRose reported the City is in receipt of the recycling proceeds for the 4th quarter which includes October, November and December 2010. This total is $4,543.13.

UNFINISHED BUSINESS

Alderman Ferrero noted there are a few dead trees along the parkway on 95th Street. Mr. Boettcher stated the contractor will replace these trees in the spring.

NEW BUSINESS

Mayor Howley reported Stagg High School will hold a Career Night on February 15th.

ADJOURNMENT

Alderman Ferrero moved to adjourn until the next scheduled or specially called meeting. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
