March 24, 2011 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, March 24, 2011 at 7:37 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Alderman Ferrero was absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Moirano moved to open the meeting to the public. Alderman McAvoy second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman McHugh moved to close the meeting to the public. Alderman McAvoy second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Szeszycki moved to approve the minutes of the regularly scheduled meeting of March 10, 2011 as printed subject to deletions or corrections. Alderman McAvoy second. Aldermen DeRose, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. Alderman Moirano pass. So approved.

REPORTS OF CITY OFFICIALS

    MAYOR

    Mayor Howley reported the City of Hickory Hills will be hosting the SW Conference of Mayors Meeting on April 27th at the City Hall. We will be seeking donations from local establishments to promote their businesses. The time will be 6:30 p.m.

    Mayor Howley noted he attended the Pine Wood Derby at Oak Ridge School this past Saturday. It was a beautiful day and event.

    Mayor Howley reported the banners for 95th Street are moving forward. The designs will be coming soon.

    Mayor Howley noted the decorative street signs have been installed along 95th Street. These will also be installed on Roberts Road.

    Mayor Howley asked about the status on the turning lane on 95th near the McDonald’s. Tom Lang noted the equipment has been ordered. Mr. Danos, the developer, is waiting on this turning lane to proceed.

    Mayor Howley reported there was a problem regarding the sign on CP Auto property. This problem appears to be resolved since an individual has requested to remove the sign at his expense.

    Mayor Howley reported he had a very interesting lunch with a Mayor and Council from a small town in Mayo County, Ireland.

    CITY CLERK

    Clerk Jackson presented Res. 11-05, a resolution requesting permission for temporary closure of a state highway. This is for the parade for the HHYB opening day on April 16th. Alderman Moirano moved to approve Res. 11-05. Alderman Zimmerman second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

    Alderman McAvoy reported the HHYB had damage to their trailer and they are now seeking donations.

    Clerk Jackson is in receipt of correspondence from Com Ed stating they will be pruning trees in our area.

    Clerk Jackson reported the Moraine Valley Rotary Club distributed dictionaries to all 3rd graders in the district.

    Clerk Jackson noted the newsletters have been mailed.

    Clerk Jackson reminded the Council the election is April 5th. It is always important to vote.

    Clerk Jackson reported she attended the Senior meeting on Wednesday and stated this is the last meeting she will attend as City Clerk.

    CITY TREASURER

    Treasurer Schramm presented the Treasurer’s Report dated February 28, 2011 for approval. Alderman Szeszycki moved to approve the Treasurer’s Report dated February 28, 2011. Alderman Stachnik second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

    CITY ENGINEER

    91st St. Lighting
    88th Avenue to Robts. Rd
    Pay Estimate #2

    Mr. Lang presented Invoice No. 09574 from City Lights Ltd. for work done on 91st Street in the amount of $33,231.49. Alderman Moirano moved to approve Invoice No.09574 in the amount of $33,231.49. Alderman McHugh second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Stachnik moved to approve bills payable for the second half of March 2011 in the amount of $313,982.97. Alderman Szeszycki second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

STANDING COMMITTEES

    Szeszycki/Finance

    Zimmerman/Public Safety

    Alderman Zimmerman congratulated the brave officers who participated in the Polar Plunge to raise funds for the Special Olympics. Chief Vodicka also congratulated the Officers and noted they raised over $2,000.00.

    Alderman McAvoy thanked the Police Department for the work done on a problem in the Third Ward.

    Moirano/Public Works

    McHugh/Bldg./Facilities

    Alderman McHugh noted he would like to discuss permit fee changes at the Committee of the Whole in April.

    Alderman McHugh reported the Community Dinner will be held on March 30th at the Community Center from 4:00 p.m. to 7:00 p.m.

    DeRose/Health & Environmental Control/Recycling

    Ferrero/Community Services/Youth Advisory Board

    Alderman Ferrero was absent. No report submitted.

    McAvoy/Chamber

    Alderman McAvoy distributed an invitation to a Business Open House on Wednesday, March 30th at Marquette Bank from 5:00 p.m. to 7:00 p.m. hosted by The Hills Chamber and Marquette Bank.

    Alderman McAvoy reported the Hills Chamber will hold a breakfast meeting on April 6th at Koko’s.

    Alderman McAvoy noted on May 17th the Chamber will hold a general open house.

UNFINISHED BUSINESS

Alderman McHugh asked when the old street lights on 91st Street will be turned off. Mr. Boettcher reported he had sent that request over a month ago to Com Ed.

NEW BUSINESS

None.

Alderman Moirano moved to adjourn until the next scheduled or specially called meeting. Alderman Szeszycki second. Aldermen DeRose, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
