May 26, 2011 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, May 26, 2011 at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman Stachnik and Building Commissioner Gordon Betcher were absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Moirano moved to open the meeting to the public. Alderman McAvoy second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Zimmerman moved to close the meeting to the public. Alderman McHugh second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Moirano moved to approve the minutes of the regularly scheduled meeting of May 12, 2011 as printed subject to deletions or corrections. Correction: on Page 5 2nd paragraph; sentence should read all part time employees receive a $.25 increase to exclude part time radio operators, crossing guards and auxiliary police.

Alderman Ferrero second. Aldermen McAvoy, McHugh, Moirano, Szeszycki, Zimmerman, Ferrero aye. Alderman DeRose pass. So approved.

REPORTS OF CITY OFFICIALS

    MAYOR

    Mayor Howley noted the Executive Session will be done at the end of this meeting.

    Summer Committee Meeting Schedule

    Mayor Howley reported the summer committee meeting schedule needs to be addressed. Alderman Szeszycki moved to suspend the committee meetings from June, 2011 through September, 2011. Alderman McAvoy second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

    Get Well Wishes

    Mayor Howley noted that Gordon Betcher recently had surgery but he is doing well and we send him our prayers and thoughts. A card was circulated for signatures.

    St. Patricia Recycling Fair

    Mayor Howley reported he attended the Recycling Fair at St. Patricia School on May 23rd. He noted he also presented a proclamation to Jean Casper on her retirement.

    Welcome Home Veterans

    Mayor Howley noted that the City will be welcoming home two Hickory Hills residents who are serving in the Military. Mike Wasik and Matt Walavich will be welcomed home this Friday night with a parade and a ceremony at City Hall. The Patriot Guard will welcome Mike when he arrives at O’Hare Airport. Mayor Howley is hoping for a large crowd to welcome these young men home.

    Memorial Donation Program

    Mayor Howley reported that the City has its first donation for a memorial bench. This program will give residents an opportunity to purchase a bench in honor of a loved one or a happy occasion or whatever the circumstances may be. Mayor Howley thanked Sharon Marciano. She has done a wonderful job in marketing this program. This bench will be placed at Prairie View Pond.

    Mayor Howley reported he has met with the developer of the Danos property on 95th Street. He will keep the Council apprised of the situation.

    Mayor Howley stated he has met with Oak Lawn Public Works Department this morning regarding exploring a permanent electronic recycling program. This is another program that he and Sharon Marciano are working on to see what the options are for our residents. It has been a very successful program in Oak Lawn. He will be exploring other avenues and will keep the Council informed. While talking with Oak Lawn officials, he also discussed the signs on the tollway. It would be on the north side of the property that is near the railroad. Bridgeview may also be interested in improved signage.

    Mayor Howley noted his charity golf outing is next Saturday and everyone is invited. He is also seeking door prizes.

    CITY CLERK

    Clerk Catizone had no report at this time.

    CITY TREASURER

    Treasurer Schramm presented the Treasurer’s Report dated April 30, 2011. Alderman Szeszycki moved to approve the Treasurer’s Report for April 30, 2011. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

    CITY ATTORNEY

    Ord. 11-05>/h5>
    Attorney Cainkar presented a Revised Ord. 11-05. This is the agreement with Cook County for 88th Avenue that had some changes to the agreement. Alderman Szeszycki moved to approve Revised Ord. 11-05. Alderman Zimmerman second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

    CITY ENGINEER

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve bills payable for the second half of May 2011 in the amount of $221,644.87. Alderman McHugh second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

    Moirano/Public Works

    Alderman Moirano reported on the status of 88th Avenue. The Cook County Highway Dept. (CCHD) has a bid date of June 22, 2011 at 10:00 a.m.

    We are hoping the bids will be within the engineers estimate and the project can be awarded.

    Alderman Moirano reported Public Works will issue a purchase order for budgeted management purchases of an auto and a pickup truck. No objections were noted.

    McHugh/Bldg./Facilities

    Stachnik/Laws & Ordinances

    Alderman Stachnik was absent. No report submitted.

    DeRose/Health & Environmental Control/Recycling

    No report submitted.

    Ferrero/Community Services/Youth Advisory Board

    Alderman Ferrero reported things are moving along with the Street Fair. Alderman Ferrero noted she has a request for a reader at this year’s Street Fair. No objections were noted.

    Alderman Ferrero noted that she is seeking volunteers for the Youth Advisory Board.

    Mayor Howley reported the new kiosk is located on 95th Street and Roberts Road. Letters will be going out with requirements needed to place a sign in the new kiosk.

    McAvoy/Chamber

    Alderman McAvoy reported the Hills Chamber will hold a networking breakfast on Wednesday, June 15th at 7:30 a.m. at Koko’s.

EXECUTIVE SESSION

Alderman Moirano moved to convene the meeting into Executive Session for discussion on contract negotiations. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye. So approved.

ADJOURNMENT

Alderman Ferrero moved to reconvene into regular session and to adjourn until the next scheduled or specially called meeting. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Szeszycki, Zimmerman aye.
So approved.
