May 10, 2012 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, May 10th, at 7:35 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Ferrero moved to open the meeting to the public. Alderman Stachnik second. Roll call: Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mrs. Zuzanna Gac
7932 83rd Avenue (8780 S. Roberts Road)
Justice, IL

Mrs. Gac would like to open Dreamland Day Care at 8780 S. Roberts Road. She is present to answer any questions. She noted they would like to open starting with 43 children. Also, she stated if they would use the garage space they can go up to 100 children. Mayor Howley asked if this matter could wait until the City Attorney arrives.

Business Proclamations

Alderman McAvoy read two proclamations. First, The Taqueria Don Tono Restaurant located at 8843 W. 87th Street was recognized as being in business for 5 years and the City has proclaimed May as Taqueria Don Tono Month. Second, a proclamation was read for National Curves Day on May 17, 2012. Curve’s is located at 8725 W. 95th Street. The owners were present to receive these proclamations.

CLOSE TO PUBLIC

Alderman Szeszycki moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of April 26, 2012 as printed subject to deletions or corrections. Alderman McAvoy second. Roll call: Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

    MAYOR

    SW Conference of Mayors Meeting

    Mayor Howley reported he attended a Southwest Conference of Mayors meeting last week in Palos Heights. He noted they have hired a lobbyist to protect local revenues to the cities.

    CITY ATTORNEY

    See the end of meeting for Attorney’s Report. So approved.

    CITY ENGINEER

    Mr. Lang report he will be meeting with the street resurfacing contractor next week and he feels this project should begin shortly.

    Mr. Lang noted flow testing is just finishing up and then smoke testing will begin. Notices would be sent to residents in this area to make them aware of this testing.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of May 2012 in the amount of $358,864.45. Alderman McHugh second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

    Szeszycki/Finance

    Alderman Szeszycki reported that a meeting was held this afternoon with the City’s insurance broker. He distributed the medical financial analysis data sheet. He would like the Council to review these options and a meeting with the insurance company will be scheduled. Treasurer Schramm noted the renewal is a 4½ increase from last year.

    Stachnik/Public Safety

    Chief Vodicka reported he has emailed the Council a video that was done by the Hickory Hills Police Department. This video was for senior safety and crime prevention.

    Zimmerman/Public Works

    No report submitted.

    McHugh/Bldg./Facilities

    Alderman McHugh presented the revised permit fees. This was discussed at a previous meeting. Alderman McAvoy moved to approve the draft of Section 24.02, Building Permit fees. Alderman McHugh second. Alderman Szeszycki had a question on the driveway permit fees. Alderman McHugh stated it is $60.00 for a new driveway or extension of a new driveway. Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

    Waight/Laws & Ordinances

    Alderman Waight is in receipt of three business certificate applications: 1) Woman United Services located at 9525 S. 79th Avenue. This is approved based on Alderman Waight obtaining a completed phone number. 2) Dreamland Academy Daycare located at 8780 S. Roberts Road. This license will be discussed later in the meeting. 3) Obsession Tattoo Inc. located at 7831 W. 78th Court. This would have to go before the Zoning Board as a Special Use.

    DeRose/Health & Environmental Control/Recycling

    Alderman DeRose reported he is in receipt of a recycling check in the amount of $3,270.72 for the first quarter.

    Alderman DeRose noted that there is some difficulty in finding a location for the e-recycling trailer. The Council will postpone this matter until a location can be determined.

    Ferrero/Community Services/Youth Advisory Board

    Alderman Ferrero reported the Street Fair has 54 crafters and 7 food vendors as of today.

    Alderman Ferrero noted the Arbor Day Tree Sale went very well.

    McAvoy/Chamber

    Alderman McAvoy distributed a flyer for the upcoming Chamber events. On May 16th a Bunco night will be held at the Sabre Room at 6:00 p.m. He also noted the Chambers Business After Hours will be on May 23rd at Archer Bank.

UNFINISHED BUSINESS

Treasurer Schramm recommended a final budget review meeting on Thursday, May 24th at our Committee Meeting to begin at 6:00 p.m.

NEW BUSINESS

Alderman McHugh reported The Dirty Sock is requesting to hold their beer garden on Sunday, June 24, 2012 at the Street Fair. No objections were noted.

CITY ATTORNEY

Ord. 12-7

Attorney Cainkar presented Ordinance 12-7, an ordinance amending Chapter 34, alcoholic beverages, of the Hickory Hills Municipal Code by adding Section 34.22, Video Gaming. This ordinance establishes the video gaming annual license fee and video gaming terminal fees. Alderman McHugh moved to approve Ordinance 12-7. Alderman McAvoy second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Waight, Zimmerman aye. Alderman Szeszycki nay. So approved.

Ord. 12-8

Attorney Cainkar presented Ordinance 12-8, an ordinance approving an aggregation program agreement between Integrys Energy Services and the City of Hickory Hills. Alderman McHugh moved to approve Ord. 12-8. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Dreamland Daycare

Attorney Cainkar stated the building had to follow the requirements of the parking codes. He stated the owner should see the Building Commissioner and the Zoning Chairman. There was some discussion on how many children would attend and how many parking spaces are available. Mayor Howley asked how many parking spaces are allowed for this area. Several of the Council had concerns with traffic safety. Mayor Howley stated the Building Commissioner and Zoning Board will review the plans and let the Council know how many parking spaces are allowed.

Alderman Ferrero moved to adjourn until the next regularly scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen DeRose, Ferrero, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
