June 11, 2015 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, June 11, 2015, at 7:37 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Aldermen Fonte, Waight, Zimmerman and Clerk Catizone were absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

Ms. Laura Favin
8615 84th Court

Ms. Favin explained she has a problem with the apartment buildings at the corner of the street. She reported car and pool damage. She also reported being called names by the children playing near these apartments. Fearful that something bad may happen, Ms. Favin is requesting a fence to separate her property from the apartments. Chief Vodicka confirmed that police reports have been filed from this area.

The Mayor stated that the City is painfully aware of what is happening in that area and is hopeful that these issues can be resolved.

Alderman McAvoy moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of May 28, 2015 as printed subject to deletions or corrections. Alderman McHugh second. A question was raised about the address of the new business, B.E.T.H. Services. This will be verified. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley is in receipt of a request for a car show to be held at the Aladdin’s Palace located at 8821 W. 87th Street on August 21, 2015. No objections were noted. Alderman McAvoy moved to approve the car show on August 21, 2015 in the Aladdin’s Palace parking lot from 10:00 a.m. to 4:00 p.m. Alderman Stachnik second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

Mayor Howley noted two city signs have been destroyed by accidents. These will be repaired.

CITY CLERK

Sharon Marciano presented a block party request for Forest Drive between Chestnut and Shady Lane on July 4th from noon until 11:00 p.m. No objections were noted.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated May 31, 2015 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated May 31, 2015. Alderman McAvoy second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

CITY ATTORNEY

Attorney Cainkar opened the public hearing for the 2015-2016 Appropriation Ordinance. No comments. Public Hearing closed at this time.

Attorney Cainkar presented Ordinance 15-5, an ordinance providing for Corporate and other purposes for the fiscal year beginning May 1, 2015 and ending April 30, 2016, for the City of Hickory Hills, Cook County, Illinois. Alderman McHugh moved to approve Ord. 15-5. Alderman Szeszycki second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

CITY ENGINEER

Mr. Spolar gave a status report that the MFT resurfacing project is finishing up nicely. He noted Park Hill Estates’ road surface will be laid today and will complete this project. On the 93rd Street Lighting Project, the underground is complete and they are waiting for the lights to be delivered. Mr. Spolar stated the bid packages have gone out on the 85th Avenue project. The bid opening will be held before the next Council meeting. On the 83rd Court Storm Sewer Project, information was sent to the utilities for review. Construction will begin in August for this project.

Mr. Spolar has given Alderman Szeszycki an improvement plan on a flooding problem at 87th Avenue and 91st. This is an informational item at this time. The approximate cost would be $50,000.00. If the Council wants to move forward please notify him. Alderman Szeszycki asked if this would be done by the City or an outside contractor. Mr. Spolar responded that the $50,000.00 quote was for an outside contractor to do the work. This will be placed on the agenda for the next Council meeting.

COMMUNICATIONS

Alderman Szeszycki moved to approve the bills payable for the first half of June 2015 in the amount of $435,094.51. Alderman Ferrero second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki aye. So approved.

Alderman Szeszycki distributed the latest Video Gaming Revenue Report.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported all the bands have been contracted for the Street Fair. There are 59 crafters and 10 food vendors as of today.
