CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, August 13, 2015, at 7:33 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

Alderman Stachnik moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CLOSE TO PUBLIC

Alderman McAvoy moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of July 23, 2015 as printed subject to deletions or corrections. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, aye. Aldermen McAvoy and Zimmerman pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley reported our “Howl Through the Hills” 5K Run/Walk is set for Saturday, October 24th. This will coincide with the City Halloween Party. The school district will co-sponsor this event with us. We will use the same professional vendors as last year with more details to follow.

Mayor Howley also asked that we keep Father Byron, Pastor of St. Constantine & Helen Greek Orthodox Church, in our thoughts. He passed away this week.

CITY CLERK

Acting City Clerk Marciano announced that permission was given to place signs in the City kiosk at 95th & Roberts Road for a “Run for Peace 5K” at Moraine Valley on September 13th.

Acting Clerk Marciano stated that about 40 households have requested their free rainbarrels from the MWRD program. The first orders were delivered today.

The Secretary of State Mobile Driver Services Facility went well on August 4th. Sixty-three residents took advantage of this service. The City Clerk would like to allow this next year.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated July 31, 2015 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated July 31, 2015. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Res. 15-07 – City Attorney Cainkar presented Resolution #15-07, a resolution celebrating the 25th Anniversary of the Passage of the Americans with Disability Act. Alderman McHugh moved to approve Res. 15-07. Alderman Waight second. Roll Call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

2015 Street Resurfacing – Mr. Spolar presented Invoice #GE15204 from Gallagher Asphalt from work done in 2015 on citywide street resurfacing in the amount of $325,663.70. Alderman McHugh moved to approve payment to Gallagher Asphalt in the amount of $325,663.70. Alderman Ferrero second. Roll Call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

89th Street, 85th Ave. Storm Sewer Micro-Surfacing – Mr. Spolar reported that there will be a bid opening for the 89th Street project on August 26th or 27th with work starting in mid September.

He also reported that preconstruction meetings were held today on the 85th Avenue Storm Sewers project with street markings & layouts started and the Micro-Surfacing project. Activity will be starting shortly on this weather permitting.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of August 2015 in the amount of $586,927.18. Alderman Waight second. Alderman Szeszycki questioned a Tree Consortium charge which was reissued to correct an internal error and a reimbursement to Sue Lehr for diesel fuel. Roll Call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the latest Video Gaming Revenue Report.

Stachnik/Public Safety

Zimmerman/Public Works

Public Works Director Boettcher reported that our Public Works will receive a CDBG Grant of $150,000 towards a CIPP lining project of $250,000 in the only section of town eligible. Funds should be available after the first of the year. The CDBG project will be bid in late spring for next year’s budget. To further the City’s yearly lining program for 2015, Public Works recommends that the City issue a purchase order to Insituform Inc. under our annual Service Agreement which expires at the end of this budget period. This Purchase Order would be in the amount of $130,000 to CIPP line 4,320 LF of 8” pipe with 4.5

Director Boettcher stated a survey of the City trees will be done toward the end of August. With those results, we will be able to get proposals by the end of September and have the trees taken down by the end of year since we cannot plant until Spring.

McHugh/Bldg./Facilities

Alderman McHugh reported that the installation of carpet squares at the Community Center will be done the last week of September by California Flooring.

Waight/Laws & Ordinances

Alderman Waight reported he is in receipt of three business certificate applications. 1) Fabiano Minuteman Press located at 8330 W. 95th Street. 2) Precision Dance Project located at 8717 W. 95th Street. 3) Planet Fitness located at 9652 S. Roberts Road. No objections were noted.

McAvoy/Chamber Business Development

Alderman McAvoy announced The Hills Chamber of Commerce Golf Outing will be on Wednesday, September 16th. Details will follow.

UNFINISHED BUSINESS

Alderman McHugh inquired if the present work on Roberts Road from 79th to 83rd will be brought farther down into our City. Public Works Director Boettcher stated at this time they will only go up to 86th Street. They are investigating how to increase the size of storm sewers through our City down to Palos Hills. It is possible that no work will be done on Roberts Road next year.
