CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, February 22, 2018, at 7:38 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

JOURNAL OF PROCEEDINGS

Alderman Kman moved to approve the minutes of the regularly scheduled meeting of February 8, 2018 as printed subject to deletions or corrections. Alderman Stachnik second. Roll call: Aldermen McHugh, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Street Fair – Mayor Howley presented the temporary liquor license for the Hickory Hills Street Fair on June 23-24, 2018. Alderman Waight moved to approve a temporary liquor license for the Street Fair and Kick Off Concert on June 23rd and June 24th, 2018. Alderman Kman second. Roll Call: Aldermen McHugh, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Stagg Music Boosters – Mayor Howley reported the Stagg High School Music Boosters are holding their Arts and Crafts Festival on March 17 and 18, 2018.

League of Women Voters Forum – Mayor Howley reported he and his wife attended the League of Women Voters candidate forum at Moraine Valley Community College on Wednesday evening, February 21st. It was well attended.

Tom Wood – Mayor Howley acknowledged a thank you card from the family of Tom Wood. He noted Mr. Wood did quite a bit for our City.

City Clerk – Mayor Howley reported Clerk Catizone is out of the hospital and recovering at home.

Bob Miroballi – Mayor Howley reported the wife of Mr. Bob Miroballi passed away just recently and the City sends their condolences.

Cub Scouts – Mayor Howley reported this Sunday he and Mayor Bennett will be attending the Cub Scout “Transition Ceremony” where “Webelo” members move up to the Cub Scouts.

Conrady Jr. High School – Mayor Howley attended the 6th grade Civics class at Conrady Jr. High School on Wednesday and presented some updates for their curriculum.

Officer Ryan Bajt – Mayor Howley acknowledged Officer Ryan Bajt’s kind actions in helping a stranded motorist change his tire on the way home from working the midnight shift. This citizen was a retired police officer who wanted Chief Vodicka and the City to know about this good deed.

CITY CLERK

Acting City Clerk Chris Doherty reported the spring newsletter deadline is March 15th. Also noted was a reminder that Early Voting has begun.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated January 31, 2018 for approval. Alderman Szeszycki moved to approve the Treasurer’s Report dated January 31, 2018. Alderman McHugh second. Roll call: Aldermen McHugh, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Ordinance #18-01 – Attorney Perlman presented Ordinance #18-01, an ordinance amending Section 41.01, Illinois Vehicle Code, adopted by reference, of Chapter 41, Traffic, of the Hickory Hills Municipal Code. Alderman McHugh moved to approve Ordinance #18-01. Alderman Waight second. Roll call: Aldermen McHugh, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar reported a bid letting was held on Tuesday, February 20, 2018 for the 87th Avenue Storm Sewer Improvements. The bidders with their respective bids are as follows:

Austin Tyler Construction $50,109.01
Trine Construction $73,685.00
Performance Construction & Engineering $79,945.00

Mr. Spolar recommended awarding the contract to Austin Tyler Construction, Inc. for the bid amount of $50,109.01 for the 87th Avenue Storm Sewer Improvements. Alderman Szeszycki moved to approve contract award to Austin Tyler Construction, Inc. in the amount of $50,109.01 for the 87th Avenue Storm Sewer Improvements. Alderman Waight second. Roll call: Aldermen McHugh, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of February, 2018 in the amount of $340,643.86. Alderman Stachnik second. Roll Call: Aldermen McHugh, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the Video Gaming revenues through the month of January, 2018. He stated we our holding our own at approximately $20,000.

Stachnik/Public Safety

No report.

Zimmerman/Public Works

No report. Mayor acknowledged the great effort Public Works employees made with the recent snow removal in the City.

McHugh/Bldg./Facilities

No report.

Waight/Laws & Ordinances

Alderman Waight is in receipt of one business certificate application from Clover’s Garden Center which will be located at 88th Avenue and 87th Street from April 15th through July 15th. This is a temporary garden center. No objections were noted.

Fonte/Health & Environmental Control

Alderman Fonte was absent.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero was absent.

Kman/Chamber Business Development

No report.
