CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, April 26, 2018, at 7:38 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Clerk Catizone led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Aldermen Fonte and Kman and Building Commissioner John Moirano were absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Szeszycki moved to approve the minutes of the regularly scheduled meeting of April 12, 2018 as printed subject to deletions or corrections. Alderman McHugh second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Cook County Statements – Mayor Howley announced the deadline for filing Statements of Economic Interest to Cook County is May 1st.

E-mail – Mayor Howley is in receipt of an email thanking the Police Department for their efforts in working on issues at the Hickory Palos Square. Ms. Fontana was very pleased with the improvements at Hickory Palos Square.

Food Truck Festival – Mayor Howley noted the Hills Chamber is requesting permission to hold a Food Truck Festival at Conrady Jr. High on September 15th or September 16th. This will be a back to school event and food trucks would be on hand. No objections were noted.

Exec. Session – Mayor Howley noted at the end of the meeting there will be an Executive Session regarding non-union employee wage increases.

CITY CLERK

City Clerk Catizone reported she is in receipt of the Lyons Township Annual Report. This report will be in the Clerk’s Office for review.

Clerk Catizone reported she attended the Hickory Hills Senior Luncheon on Wednesday and thanked them for the invitation.

Clerk Catizone expressed her condolences on the passing of Father Gerald Mulcahy, the past pastor of St. Patricia Church.

CITY TREASURER

Treasurer Schramm presented the FY2018/2019 budget for approval. Alderman Szeszycki moved to approve the FY2018/2019 budget and request the City Attorney prepare the budget appropriation ordinance. Alderman Waight second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Treasurer Schramm presented the Treasurer’s Report dated March 31, 2018 for approval. Alderman Szeszycki moved to approve the Treasurer’s Report dated March 31, 2018. Alderman McHugh second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

No report.

CITY ENGINEER

Mr. Spolar reported a bid opening was held on Tuesday, April 24th for the 2018 street resurfacing project. The list of bidders with bids are as follows:

D Construction $344,823.83
Gallagher Asphalt Corp. $346,392.48
Lindahl Brothers Inc. $348,414.61

Mr. Spolar is recommending awarding contract to D Construction for the bid amount of $344,823.83. Alderman McHugh moved to approve the 2018 street resurfacing project (MFT 18-00000-01-GM) to D Construction in the amount of $344,823.83. Alderman Waight second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Invoice #311427 from Michels Pipe Services for work done on the 85th Avenue Storm Sewer Lining in the amount of $164,626.29.

Robinson Engineering had reviewed the work and find that in their best judgement, it is in compliance with the specifications. Alderman Ferrero moved to approve payment in the amount of $164,626.29 to Michels Pipe Services for work done on the 85th Avenue Storm Sewer Lining (pay estimate #1). Alderman Zimmerman second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of April, 2018 in the amount of $275,257.57. Alderman McHugh second. Roll Call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the Video Gaming report. He noted this is the highest month revenues at $25k. As of March 2018, the City has 18 video gaming establishments with 82 terminals.

Stachnik/Public Safety

Alderman Stachnik noted the Council is in receipt of the Police Quarterly Productivity Report for January, February and March 2018. This also includes the Chronic Nuisance Property Report for the 1st Quarter 2018. No questions at this time.

Zimmerman/Public Works

No report submitted.

McHugh/Bldg./Facilities

Alderman McHugh reported as of May 1st there are no vacancies at Parkview Apartments.

Waight/Laws & Ordinances

No report submitted.

Fonte/Health & Environmental Control

Alderman Fonte was absent. No report submitted.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported the Arbor Day arrangements have all been made and the event is ready for Saturday, May 5th.

Alderman Ferrero noted her committee has not decided on plans for Sunday morning at the Street Fair’s entertainment tent. They are considering karaoke.

Kman/Chamber Business Development

Alderman Kman was absent. No report submitted.

UNFINISHED BUSINESS

Alderman Szeszycki questioned if Ordinance 18-03 regarding the massage business on Roberts Road is still on hold. Clerk Catizone noted she is waiting on paperwork as of today.

Mayor Howley thanked Clerk Catizone for her assistance with the special events within the City.

NEW BUSINESS

None.

ADJOURNMENT

Alderman Ferrero moved to adjourn into executive session for the purpose of discussing non-union employee wage increases. Alderman Waight second. Roll call: Aldermen Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
