			<content:encoded><![CDATA[<p>The “Hot Bingo and Cold Beer Tent” at the June 27th Hickory Hills Street Fair was, once again, a huge success.  The tent was busy with bingo players having fun in the parking lot donated by Gary Bukovsky State Farm Insurance at 9253 South Roberts Road.<br />

In addition to being a fun event, the bingo tent was also a fundraiser for deserving local organizations. After expenses, net proceeds were $1,609.77, which were evenly divided among the Sertoma Speech and Hearing Center, the Hickory Hills Youth Baseball &#038; Softball Association and the Hills Chamber of Commerce.</p>
<p>Alderman Tom McAvoy (3rd), who coordinates the bingo tent operation, thanked the dozens of volunteers who “pitched in” to help run the games and the work the beer concession.</p>
<p>In addition to the regular “split the pot” payoffs, bingo game winners were also awarded “bonus” prizes donated by a host of local businesses.  The bonus prizes (which totaled over $5,200.00 in value) included cash, gift certificates and products.  The Grand Prize Winner (for the final “coverall” bingo game) received $750 plus in game pots and prizes. </p>

<p>The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, August 12, 2010 at 7:35 p.m. in the City Hall Council Chambers.<br />

<p>Aldermen Ferrero and Moirano were absent. There being a quorum present, the meeting was called to order.</p>
<h3>OPEN TO PUBLIC</h3>
<p>Alderman DeRose moved to open the meeting to the public. Alderman Stachnik second. Aldermen DeRose, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<p>Bernie Flynn<br />
8920 Sycamore Drive</p>
<p>Mr. Flynn voiced his concern with the sanitary sewers on his block. He noted he is unable to flush his toilets when it rains. Mayor Howley noted the City has completed testing in that area and later in this meeting there will be discussion on measures which will be taken to resolve some of these problems. Mr. Boettcher reported Robinson Engineering did a study last fall in this area. This spring National Power Rodding found breaks and cracks in the line. It was determined that north of 87th Street and some areas north of 89th Street will be lined. He noted some areas south of 87th will be repaired. Mr. Boettcher stated the City is moving forward with a plan to repair the lines.</p>
<p>Angelo Vaci<br />

<p>Mr. Vaci reported his backyard flooded during the last rain storm. He noted he called Public Works and the non-emergency police number and no one came to see his problem. He is very upset with the current situation and would like to have someone from the City see his yard flooded. Mr. Vaci stated there are other neighbors present who have the same water problem. </p>
<p>Michael Kincinas<br />

<p>Mr. Kincinas stated he moved into his house in November and his property retains water whenever it rains. It usually takes a few days to dry out. </p>
<p>Katarzyna Tylka<br />

<p>Ms. Tylka also voiced her concern with water in her rear yard when it rains. </p>
<p>Helen Campbell<br />
9115 S. 85th Avenue</p>
<p>Mrs. Campbell expressed her concerns regarding a ditch that was dug along the front of her property. She stated she is unable to cut the grass. Mr. Boettcher explained that a neighbor of hers had a water problem and to relieve this problem the Aldermen determined a ditch dug on her property would help. Mr. Boettcher explained we have had a lot of rain and that’s why there is water lying in many areas. She feels something has to be done. Alderman Szeszycki noted he and Alderman Moirano have viewed this and do not know the answer and will look toward Public Works for a suggestion.</p>

<p>Alderman McHugh moved to close the meeting to the public. Alderman Zimmerman second. Aldermen DeRose, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<h3>JOURNAL OF PROCEEDINGS</h3>
<p>Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of July 22, 2010 as printed subject to deletions or corrections. Alderman Stachnik second. Aldermen DeRose, McAvoy, McHugh, Stachnik, Szeszycki aye. Alderman Zimmerman pass. So approved.</p>

<h5>IDOT Meeting</h5>
<p>Mayor Howley reported he attended an IDOT meeting along with Senator Maloney and Tom Lang at the Thompson Center. IDOT is willing to share the cost with the City with regard to the driveways at McDonald’s. Also, the left turn will be reinstated and this is very positive news.</p>
<h5>Cooling Center</h5>
<p>Mayor Howley noted the Community Center is a cooling center during this very hot weather. </p>
<h5>Constitution Week Proclamation</h5>
<p>Mayor Howley proclaimed the week of September 17th through the 23rd as Constitution Week 2010. </p>
<h4>CITY CLERK</h4>
<p>Clerk Jackson is in receipt of a request from the Girl Scouts to sell cookies in the fall and again in January. No objections were noted.</p>
<p>Clerk Jackson reported she has a Block Party change on 78th Avenue from August 14th to September 5th. No objections noted.</p>
<p>Clerk Jackson has a request from the Moraine Rotary to park cars in the City’s lot on October 23rd for upcoming event. Mayor Howley commented that October 23rd is the Children’s Halloween Party. Other arrangements will be made. </p>
<h4>CITY TREASURER</h4>
<p>Treasurer Schramm presented the Treasurer’s Report dated July 31, 2010. Alderman McAvoy moved to approve the Treasurer’s Report dated July 31, 2010. Alderman Stachnik second. Aldermen DeRose, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<p>Treasurer Schramm distributed a post retirement health plan schedule which was approved by the Public Works Department. He noted it is different from the Police contribution schedule that was recently approved. He also thanked Ms. Sue Lehr for her assistance in this matter. The City will be contributing $100.00 per employee. The amount of $22,000.00 will be the contribution of the Public Works sick days. It was also decided they would have to use their comp time before sick days are used. Mr. Schramm stated this is the second group entering this program. No objections were noted. </p>
<h4>CITY ATTORNEY</h4>
<p>No report submitted.</p>
<h4>CITY ENGINEER</h4>
<p>No report submitted. Alderman McHugh asked if the rusted pipe on 94th Street was replaced. Mr. Lang noted it was replaced. </p>

<h3>COMMUNICATIONS</h3>
<h4>BILLS PAYABLE</h4>
<p>Alderman McHugh moved to approve bills payable for the first half of August in the amount of $465,539.12. Alderman Szeszycki second. Alderman McHugh has a question on the $108,000.00 to Cole Taylor Bank. Treasurer Schramm noted this is a six month prepayment of the mortgage payment. Alderman Szeszycki questioned the settlement on page 10. Treasurer Schramm stated this has been settled with a favorable result. Aldermen DeRose, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved. </p>

<p>Chief Vodicka stated he attended the Illinois Chiefs of Police Conference in Rosement. He presented the first place award for excellence for traffic safety to the City Council. </p>
<p>Alderman McAvoy asked if the Chief could investigate a call he made to the non-emergency number on Saturday, July 25th. Chief Vodicka will look into this matter.</p>
<h5>Moirano/Public Works</h5>
<p>Mr. Boettcher reported Public Works needs to replace a 1995 International four wheel dump truck. The new proposed purchase is a truck chassis would be a state purchase, with dump body and plow furnished by Monroe equipment. The City’s existing stainless steel salt spreader will be transferred to the new unit. This is a budgeted item with funds from three departments at a cost of $107,000.00. No objections were noted.</p>
<p>Mr. Boettcher noted Phase I of the SCADA system is complete. This is a radio monitoring system which included FCC radio licenses, purchase of 11 radios including master receiver. Also Phase I included a base station master computer and necessary software and programming. Phase II would include installation of a Public Works base radio receiver, antenna, and controller at two water pump houses and at the sanitary lift station located at 88th Avenue and 87th Street. Public Works will award the contract to Metropolitan Industries of Romeoville in the amount of $54,000.00. This is a budgeted item. </p>
<p>Mr. Boettcher reported that Insituform Technologies of Lemont will repair eighteen sanitary lines for a total of 3,900 feet of sanitary sewer lining at a cost of $123,000.00. Three contractors were notified and two proposal were received. Insituform was the lowest bidder. Mr. Boettcher also reported the City has some deep sanitary lines in immediate need of repair that have localized pipe failures. These lines can be repaired with a partial patch synthetic liner. National Power Rodding of Chicago will make sanitary sewer point repairs at the cost of $10,400.00. These are both budgeted items. Mr. Boettcher noted there are over 350 point repairs that need to be addressed and over 100 point repairs will be needed north of 89th Street alone to tighten the system for new law requirements. </p>
<h5>McHugh/Bldg./Facilities</h5>
<p>Alderman McHugh read a thank you letter from the Devonshire Condo Assoc. expressing their appreciation to the Public Works Department for the quick response of their recent water main break.</p>
<h5>DeRose/Laws &#038; Ordinances</h5>
<p>Alderman DeRose reported he is in receipt of two business license applications for NCR Corporation who will be installing DVD machines in the Speedway Gas Stations located at 8759 and 8000 W. 95th Street. These are unmanned movie rental machines. The second business is Kazoz Food Market located at 9525 S. 79th Avenue #7. This store will have one employee. No objections were noted.</p>
<h5>Stachnik/Health &#038; Environmental Control/Recycling</h5>
<p>Alderman Stachnik has received a memo from the Des Plaines Valley Mosquito District because of the elevated levels of the West Nile they have been spraying in the district.</p>
<h5>Ferrero/Community Services/Youth Advisory Board</h5>
<p>Alderman Ferrero was absent. No report submitted. Mayor Howley noted the Children’s Halloween Party will be October 23rd. </p>

<p>Mayor Howley presented Resolution 10-14, a resolution initiating the submission of a public question to support regional actions to attain long-term pension sustainability. Alderman McHugh moved to approve Res. 10-14. Alderman Moirano second. Mayor Howley noted the Southwest Mayor Caucus is in support of this resolution. Aldermen DeRose, Moirano, Stachnik aye. Aldermen Ferrero, McAvoy, McHugh, Szeszycki nay. Motion fails.</p>
<h5>Donation Box Removal</h5>
<p>Mayor Howley distributed pictures of the donation boxes around the City. After some discussion, it was concluded that the police department will write a letter to the owners of the property stating these donation boxes need to be removed</p>
<h5>Community Center Cooling Center</h5>
<p>Mayor Howley noted the Community Center will be used as a cooling center during the very hot weather and will be open from 9:00 a.m. to 5:00 p.m..</p>
<h5>Electronics Recycling</h5>
<p>Mayor Howley reported an electronic recycling collection will take place on Saturday, July 31st at Stagg High School from 8:00 a.m. to 1:00 p.m..</p>
<h5>IDOT</h5>
<p>Mayor Howley confirmed he has a meeting with IDOT on August 5th to discuss 76th Avenue and 95th Street.</p>
<h5>Tastee Freeze</h5>
<p>Mayor Howley spoke to Tastee Freeze regarding their outdoor food tent. He would like to continue this because it would help him get through the winter. No objections were noted at this time. Alderman McHugh suggested in the future the City has a permit fee for this outdoor tent for food sales.</p>
<h4>CITY CLERK</h4>
<p>Clerk Jackson was absent. No report submitted.</p>
<h4>CITY TREASURER</h4>
<p>Treasurer Schramm presented the Treasurer’s Report dated June 30, 2010. Alderman Moirano moved to approve the Treasurer’s Report dated June 30, 2010. Alderman Szeszycki second. Treasurer Schramm pointed out the discretionary fund’s new balance is $1342.00 with the deposit of $716.00 from Street Fair raffle. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki aye. So approved.</p>

<p>Alderman Ferrero moved to approve bills payable for the second half of July in the amount of $523,761.84. Alderman Stachnik second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki aye. So approved.</p>

<h5>Szeszycki/Finance</h5>
<p>Alderman Szeszycki reported he and the Treasurer met with Arthur J. Gallagher regarding the City’s Risk Management Services. He will have the quotes for the property and casualty insurance at the first meeting in September.</p>
<h5>Zimmerman/Public Safety</h5>
<p>Alderman Zimmerman was absent.</p>
<p>Chief Vodicka stated he distributed a memo to the Council which is an informational item that brings the Council up to speed on the administrative situation within the police department. He also noted with the pending Deputy Chief retirement, he will come back to the Council in August with a proposal on how he will handle this situation.</p>
<h5>Moirano/Public Works</h5>
<p>Alderman Moirano reported Public Works is evaluating the televising of sanitary sewers west of 88th Avenue. Numerous runs of pipe are cracked or fractured in portions and must be sealed or synthetically lined. In addition, the piping system north of 87th Street is deep and in bad ground. Public Works is preparing a request for proposal of this project.</p>
<p>Alderman Moirano noted the MWMD will host a workshop on September 23rd for all towns and governmental bodies discharging to the sanitary district. MWRD is reevaluating its existing inflow and infiltration removal program in light of the future USEPA rulemaking on sanitary overflows. The City is currently striving to meet the 1990 ICAP minimum. The proposed new restriction would require our City to meet a standard of one-third of existing criteria. He noted existing funds are not sufficient for the City to meet the new criteria for the entire City.<br />
Public Works recommends that the City tighten the sanitary system to new standards now rather than wait for new unfunded mandates. Mr. Boettcher stated that at the meeting in September, he will ask if there would be any funds to help the cities meet these mandates. He also stated the City will need to meet new standards without funding. He suggested the Blue Ridge area be addressed. It will be a major dollar expense and this new criteria is forced on the cities. Alderman McHugh suggested this project be reviewed when the committee meetings begin again. Mr. Boettcher stated this is a long range project that may take 3 to 5 years.</p>
<h5>McHugh/Bldg./Facilities</h5>
<p>Alderman McHugh reported he has contacted the cleaning service for Parkview and they now have a new person in charge and everyone seems to be happy.</p>
<p>Alderman McHugh is in receipt of a request from the Dirty Sock to hold an outdoor bean bag tournament, pig roast and BBQ. This event will be on Saturday, August 14th from 12:00 p.m. to 7:00 p.m. After some discussion, the Council suggested the event end at 6:00 p.m. No objections were noted.</p>
<h5>DeRose/Laws &#038; Ordinances</h5>
<p>Alderman DeRose reported he is in receipt of one business license application for United Care Group located at 9525 S. 79th Avenue. This application was approved at the last meeting but now they are requesting a change in services. They are now a medical limo service with two vans. These vans would not be housed there and the office is more of a dispatch location. No objections were noted.</p>
<h5>Stachnik/Health &#038; Environmental Control/Recycling</h5>
<p>No report submitted.</p>
<h5>Ferrero/Community Services/Youth Advisory Board</h5>
<p>Alderman Ferrero reported she is currently in the process of sending thank you letters out to all the sponsors of the Street Fair.</p>
<h5>McAvoy/Chamber</h5>
<p>Alderman McAvoy noted the Bingo at the Street Fair went very well despite the rain in the morning. The numbers are very close to last year with each participating group receiving approximately $500.00. He also stated he will be finishing up the final report.</p>
<p>Alderman McAvoy reported a golf outing for the Otis Wilson Foundation will be held on August 26th.<br />
He will have more information at a later date.</p>

<h3>NEW BUSINESS</h3>
<p>Mayor Howley noted the seal coating at Jewel looks very nice.</p>
<p>Chief Vodicka reported National Night Out will be held at Kasey Meadows on Tuesday, August 3rd.</p>
<p>Alderman McHugh noted the City Hall parking lot will be seal coated and is waiting for word on the towers. Mayor Howley stated different carriers are working on upgrades and it is difficult to have an exact date. It was decided to go ahead with the seal coating before fall.</p>

<p>Ms. Lang currently lives in the Parkview Apartments. She voiced her concerns on the way her apartment repairs are being handled. She also felt her carpeting needed to be replaced. Mayor Howley explained there is a policy in place that carpeting is replaced when a new tenant moves in.</p>

<h5>Troop Boxing</h5>
<p>Mayor Howley noted Jim Kruse will be holding a boxing up for the Adopt a Troop Program on July 20th at the Community Center.</p>

<p>Mayor Howley reported he will be attending a meeting with IDOT regarding the left turn lane on 76th Avenue.</p>
<h5>Family Dollar Grand Opening</h5>
<p>Mayor Howley stated he attended the grand opening of the Family Dollar Store on Saturday. He thanked Aldermen Ferrero and McAvoy for attending this opening.</p>
<p>Mayor Howley congratulated Deputy Clerk Dee Catizone on the arrival of her first grandchild; Grant Nicholas Catizone was born on Tuesday, July 6th.</p>
<h4>CITY CLERK</h4>
<p>Clerk Jackson reported she is in receipt of two block party requests. First, on August 7th from 2:00 p.m. to 12:00 a.m. on Sycamore between Oakwood and Maple. Second, is Saturday, August 14th at 78th Avenue on 90th Place. The time is 2:00 p.m. to 12:00 a.m. No objections were noted.</p>
<p>Clerk Jackson noted she is in receipt of a letter from the City Attorney regarding the identity protection act which became effective July 1, 2010. A policy must be in place within 12 months of the passage of the act. She will make copies of this information and give to the Council.</p>
<p>Clerk Jackson reported she will not be at the next meeting. She will be attending her granddaughter’s wedding in Virginia.</p>

<p>Alderman Moirano reported Mr. Gene Kasper will be retiring from Public Works on August 1, 2010. Public Works has conducted interviews and have selected Mr. Dale Christenson to fill the position as mechanic. He will start in mid July.</p>
<h5>Identification of City Vehicles</h5>
<p>Alderman Moirano suggested all City vehicles have<br />
some identification of what department they are representing. He would like to have all City vehicles identified except for police undercover vehicles. Consensus of the Council was to approve this recommendation.</p>

<p>Alderman DeRose reported he is in receipt of three business license applications for: 1) U.S. Technology Center located at 9525 S. 79th Ave., Suite 16. This is a location for translation of documents and filing of immigration forms. They will have two to four employees. 2) Real Z Deal Clothing Store located at 8829 W. 87th Street. This is a new clothing store with 2 employees. 3) Overseas Distributers, Inc. located at 8855 S. Roberts Road. This would be a Midwest sales office for chain link fences. No objections were noted.</p>
<h5>Stachnik/Health &#038; Environmental Control/Recycling</h5>
<p>Alderman Stachnik reported that the Street Fair was a success with regard to the Health Inspections.</p>
<h5>Ferrero/Community Services/Youth Advisory Board</h5>
<p>Alderman Ferrero thanked everyone who helped out at the Street Fair. She noted three new vendors called and said they thought the fair was great. She also noted that Saturday night was a huge success.</p>
<p>Mayor Howley thanked the Council for all of their hard work during the Street Fair. Treasurer Schramm noted the raffle brought in $716.00 bringing the discretionary fund to approximately $1,300.00.</p>

<p>Alderman McAvoy was absent. No report submitted.

<h3>UNFINISHED BUSINESS</h3>
<p>Alderman Szeszycki asked what the City is doing with the clothing boxes that have appeared around the City. After some discussion, Mayor Howley recommended an ordinance should be drawn up for review.</p>
<p>Alderman Szeszycki noted the weeds along the sidewalk by the 95th Street Forest Preserve needs to be cut back. Mr. Boettcher noted Public Works will do this work.</p>
<p>Alderman McHugh asked when the 94th Street Sewer project will be completed. Mr. Lang noted that heavy equipment operators employed by the company have gone on strike and when they do come back it should be approximately two weeks to complete.</p>
<h3>NEW BUSINESS</h3>
<p>The Council wished Clerk Joann Jackson a very Happy Birthday.</p>

<p>The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, June 24, 2010 at 7:36 p.m. in the City Hall Council Chambers.</p>

<p>Alderman Stachnik moved to open the meeting to the public. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<p>Donna/Edward Fromhagen<br />
9400 S. 83rd Court</p>
<p>Mrs. Fromhagen voiced her concerns regarding a block party that was recently held on her block which went very late. Mrs. Fromhagen stated this was a graduation party and not a block party. She has written a letter to the Council explaining why she does not want block parties. Mayor Howley asked if there were any other problems at this address. Chief Vodicka noted they do have a block party every year. The Council will duly note this complaint for future requests. Mayor Howley apologized to the Fromhagens for their evening of disturbance.</p>

<p>Alderman McAvoy moved to close the meeting to the public. Alderman Szeszycki second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<h3>JOURNAL OF PROCEEDINGS</h3>
<p>Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of June 10, 2010 as printed subject to deletions or corrections. Alderman Ferrero second. <b>Correction: Page 2 first paragraph add Alderman Szeszycki to attendance of insurance committee meeting.</b> Aldermen Ferrero, McAvoy, McHugh, Moirano, Szeszycki aye. Aldermen DeRose, Stachnik, Zimmerman pass. So approved.</p>
<h3>REPORTS OF CITY OFFICIALS</h3>

<h4>MAYOR</h4>
<p>Mayor Howley reported Cook County plans to install Redlight Cameras on Cook County streets which are 87th and Roberts Road in Hickory Hills. He noted he has written letters to the Cook County Commissioners stating that the Hickory Hills City Council would like to opt out of this program.</p>
<p>Mayor Howley thanked Public Works for their storm response last weekend.</p>
<p>Mayor Howley noted the Grand Opening at McDonald’s went very well and he passed a picture around that was taken that day.</p>
<h4>CITY CLERK</h4>
<p>Clerk Jackson reported a job fair will be held in the Bridgeview Community Center on July 10th. Flyers are in the Clerk’s Office.</p>
<p>Clerk Jackson reported Palos Hills will have a grand opening of their Farmer’s Market on June 29th at 114th Street and Southwest Highway.</p>
<p>Clerk Jackson noted the Clerk’s Office will be closed on Monday, July 5th for the holiday.</p>
<p>Clerk Jackson has received a copy of the Incident Action Plan for the Street Fair. This was prepared by the Roberts Park Fire Department.</p>
<p>Clerk Jackson noted the newsletters have been sent out.</p>
<h4>CITY TREASURER</h4>
<p>Treasurer Schramm presented the Treasurer’s Report dated May 31, 2010. Alderman Moirano moved to approve the Treasurer’s Report of May 31, 2010. Alderman McAvoy second. Aldermen DeRose, Ferrero, McHugh, McAvoy, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<h4>CITY ATTORNEY</h4>
<h5>Res. 10-10</h5>
<p>Attorney Vince Cainkar presented Resolution 10-10, a resolution to opt-out of participation in the County’s automated red light traffic safety system for any vehicle traffic intersection within it’s incorporated boundaries. Alderman McHugh moved to approve Resolution 10-10. Alderman Stachnik second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.</p>
<h4>CITY ENGINEER</h4>
<p>Mr. Lang reported bids were opened on Wednesday, June 23rd for the 91st Street Lighting program. This contract will be awarded at the July 8th Council meeting.</p>
