CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, May 9, 2019 at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Grant Catizone, (grandson and guest of Clerk Catizone) lead the Pledge of Allegiance.

SWEARING IN OF ELECTED OFFICIALS

At this time the following elected officials were sworn into office.

Alderman Stachnik moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC


Alderman Waight moved to close the meeting to the public. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of April 11, 2019 as printed subject to deletions or corrections. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Alderman Waight moved to approve the 2019 appointments as listed above. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mayor Howley presented Resolution 19-06, a resolution relating to participation by elected officials in the Illinois Municipal Retirement Fund (IMRF). Alderman Zimmerman moved to approve Resolution 19-06, participation in the IMRF by elected officials. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mayor Howley presented Resolution 19-07, a notice of appointment of City Treasurer Alan Vodicka as the authorized agent of the Illinois Municipal Retirement Fund (IMRF). Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mayor Howley presented a Proclamation for the 50th Anniversary of Municipal Clerks Week for May 5-11, 2019. He extended appreciation to City Clerk D’Lorah Catizone for the vital services she performs.

CITY CLERK

Clerk Catizone announced she is in receipt of the Township of Lyons’ 2018/2019 Annual Town Report. If anyone would like additional copies they are in the Clerks office.

Clerk Catizone reported the next newsletter will need to reach residents before July 1st. The deadline for articles is May 30th.

CITY TREASURER

Treasurer Vodicka gave an update on the 2019-2020 budget. He noted he has met with department heads and will be wrapping up at the end of the month. He may be asking for a closed session at the May 23rd Council meeting.

CITY ATTORNEY

CITY ENGINEER

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of May 2019 in the amount of $274,873.96. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Kman/Finance

Alderman Kman acknowledged his appointment to the finance committee and is very excited to work with incoming Treasurer Vodicka.

Stachnik/Public Safety

Zimmerman/Public Works

Public Works Director Lehr announced on May 21st the tollway will be hosting an open house at the Lipinski Center in Justice from 6:00 p.m. until 8:00 p.m. This meeting is open to the public and provides an opportunity to learn more about upcoming construction activities. A flyer will be forwarded to City Hall and the Community Center for posting since many of the Parkview residents had an interest in learning more.

Ms. Lehr reported Public Works was notified by the tollway that some bridge work will take place on 87th Street and Roberts Road on May 15th to the end of the month that will result in lane closures from 9:00 a.m. to 3:00 p.m. Once the underneath bridge work is complete, they will move to the top with nightly lane closures on I-294 for more bridge work.

Purtill/Laws & Ordinances

Alderman Purtill thanked his family for attending this evenings swearing in ceremony. He also thanked the Mayor and Alderman McHugh and lastly, former Alderman John Szeszcyki for all of their help with the election process.

Fonte/Health & Environmental Control

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported Arbor Day was a great success and only a few items were sent back to the nursery.

Alderman Ferrero noted the bands for the Street Fair in June are contracted.

Waight/Chamber Business Development

Alderman Waight stated he has no report under Chamber/Business Development.

He has one business certificate application for Game Time Kutz located at 8845 W. 87th Street. This is a barber shop and no objections were noted.

UNFINISHED BUSINESS

City Clerk Catizone thanked her family in attendance for all of their support and for attending this evening.

NEW BUSINESS

None.

Alderman Ferrero moved to adjourn until the next regularly scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
