CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, June 27, 2024, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Alderman Waight moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of June 13, 2024, as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Waight, Zimmerman aye. Alderman Fonte pass. So
approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley requested a Hills Chamber Sponsorship for the 2024 Farmers Market. Alderman Ferrero moved to approve a $300.00 contribution to the Hills Chamber Sponsorship for the 2024 Famers Market. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY CLERK

Clerk Stachnik noted that the 2024 Metropolitan Mayors Caucus’ EV Readiness Certification Award Ceremony will take place in late August. The City of Hickory Hills was the first to finish in this year’s municipal and county cohort. The Mayor recognized Mary Esposito from the Clerk’s Office for her hard work on the EV project, and expressed his appreciation.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated April 30, 2024, for approval. Alderman Ferrero moved to approve the Treasurer’s Report dated April 30, 2024. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So
approved.

CITY ATTORNEY

Public Hearing – Mayor Howley opened the Public Hearing for the purpose of discussing the 2024/2025 Appropriation Ordinance. No one
from the public commented. The Public Hearing was then closed.

Ord. 24-04 – Attorney Cainkar presented Ordinance #24-04, an ordinance providing for a budget and appropriation for corporate and
other purposes for the fiscal year beginning May 1, 2024 and ending April 30, 2025, for the City of Hickory Hills, Cook County, Illinois. Alderman Zimmerman moved to approve Ordinance #24-04. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Attorney Cainkar presented the Police Patrolmen’s Collective Bargaining Contract for approval. Alderman McHugh moved to approve the Police Patrolmen’s Contract dated May 1, 2024 to April 30, 2028. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar reviewed the bids received on June 24, 2024, for the Sanitary Sewer Cured-in-Place Pipelining Project.
National Power Rodding $684,300.00
Insituform Technologies USA, Inc. $719,773.00
Hoerr Construction, Inc. $797,000.00
Visu-Sewer of Illinois, LLC $848,275.00
Inliner Solutions $979,900.00

Mr. Spolar recommended that the contract be awarded to the low bidder, National Power Rodding, in the amount of $684,300.00. The project costs will be covered by a grant. Alderman Zimmerman moved to approve the Sanitary Sewer Cured-in-Place Pipelining Project in the amount of $684,300.00 to National Power Rodding. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Invoice #21013-03, Payment Request #03 – Partial from Lyons Electric Company, Inc. in the amount of $3,674.21. The invoice is for work pertaining to intersection improvements at 95th Street and 76th Avenue. Alderman Ferrero moved to approve Invoice #21013-03 in the amount of $3,674.21 to Lyons Electric Company, Inc. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Alderman Kman moved to approve the bills payable for the second half of June 2024 in the amount of $612,053.62. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Fonte/Public Safety

Chief Bray presented the Supervisors Policy Manual, effective May 1, 2024, for approval. Alderman McHugh moved to approve the Supervisors Policy Manual. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Zimmerman/Public Works

Director Lehr stated that Public Works applied for technical assistance through CMAP and the City was subsequently approved to work with CMAP to develop a strategic capital improvement plan.

Director Lehr also noted that bids were open for the intersection improvements under the tollway at 87th Street and Roberts Road. Three contractors bid for the project. Representatives from Robinson Engineering, the Illinois Tollway and the City reviewed the bids.

Director Lehr recommended that the City award the contract to the low bidder, MYS Incorporated, in the amount of $1,999,596.50. The project costs will be reimbursed by the Illinois Tollway. Alderman Zimmerman moved to approve the Intersection Improvements at 87th Street and Roberts Road Project in the amount of $1,999,596.50 to MYS Incorporated. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.
