CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, September 25, 2025, at 7:32 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Alderman Ferrero moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Purtill moved to approve the minutes of the regularly scheduled meeting of September 11, 2025, as printed subject to deletions or corrections. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. Alderman Makropoulos pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley presented a Proclamation commemorating the week of September 17th through the 23rd as Constitution Week in honor of the two-hundred thirty-eighth anniversary of the drafting of the Constitution of the United States of America.

CITY ATTORNEY

Attorney Cainkar presented Ordinance #24-18, an ordinance proposing the establishment of Special Service Area No. 1 for site improvements for the Sabre Woods Redevelopment Project, providing for a Public Hearing, and other procedures in connection with Special Service Area No. 1. Ordinance No. 25-18 allows the issuance of $9,500,000 in Special Service Area Bonds in connection with the Sabre Woods Redevelopment Project. The SSA bonds are not a general obligation of the City. Alderman Kman moved to approve Ordinance #24-18, an ordinance proposing the establishment of Special Service Area No. 1 for site improvements for the Sabre Woods Redevelopment Project, providing for a Public Hearing, and other procedures in connection with Special Service Area No. 1. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar presented Invoice #25007, Payment Request #03 – Final from Lindahl Brothers, Inc. in the amount of $111,358.42. The invoice is for work pertaining to the 2025 MFT Resurfacing Program. Alderman Purtill moved to approve Invoice #25007 in the amount of $111,358.42 to Lindahl Brothers, Inc. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the second half of September 2025 in the amount of $366,719.59. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Kman/Finance

Alderman Kman and Treasurer Vodicka met with the representatives from Arthur J. Gallagher & Co., to discuss the City’s general insurance premium.

Fonte/Public Safety

Chief Gulczynski is currently reviewing a proposed ordinance for electric motorized devices.

Zimmerman/Public Works
