June 24, 2010 City Council Meeting Minutes
CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, June 24, 2010 at 7:36 p.m. in the City Hall Council Chambers.

Mayor Howley led the Pledge of Allegiance.

Building Commissioner Gordon Betcher and Public Works Director Larry Boettcher were absent. There being a quorum present, the meeting was called to order.
OPEN TO PUBLIC
Alderman Stachnik moved to open the meeting to the public. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
Donna/Edward Fromhagen
9400 S. 83rd Court
Mrs. Fromhagen voiced her concerns regarding a block party that was recently held on her block which went very late. Mrs. Fromhagen stated this was a graduation party and not a block party. She has written a letter to the Council explaining why she does not want block parties. Mayor Howley asked if there were any other problems at this address. Chief Vodicka noted they do have a block party every year. The Council will duly note this complaint for future requests. Mayor Howley apologized to the Fromhagens for their evening of disturbance.

Alderman McAvoy moved to close the meeting to the public. Alderman Szeszycki second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
JOURNAL OF PROCEEDINGS
Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of June 10, 2010 as printed subject to deletions or corrections. Alderman Ferrero second. Correction: Page 2 first paragraph add Alderman Szeszycki to attendance of insurance committee meeting. Aldermen Ferrero, McAvoy, McHugh, Moirano, Szeszycki aye. Aldermen DeRose, Stachnik, Zimmerman pass. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley reported Cook County plans to install Redlight Cameras on Cook County streets which are 87th and Roberts Road in Hickory Hills. He noted he has written letters to the Cook County Commissioners stating that the Hickory Hills City Council would like to opt out of this program.
Mayor Howley thanked Public Works for their storm response last weekend.
Mayor Howley noted the Grand Opening at McDonald’s went very well and he passed a picture around that was taken that day.
CITY CLERK
Clerk Jackson reported a job fair will be held in the Bridgeview Community Center on July 10th. Flyers are in the Clerk’s Office.
Clerk Jackson reported Palos Hills will have a grand opening of their Farmer’s Market on June 29th at 114th Street and Southwest Highway.
Clerk Jackson noted the Clerk’s Office will be closed on Monday, July 5th for the holiday.
Clerk Jackson has received a copy of the Incident Action Plan for the Street Fair. This was prepared by the Roberts Park Fire Department.
Clerk Jackson noted the newsletters have been sent out.
CITY TREASURER
Treasurer Schramm presented the Treasurer’s Report dated May 31, 2010. Alderman Moirano moved to approve the Treasurer’s Report of May 31, 2010. Alderman McAvoy second. Aldermen DeRose, Ferrero, McHugh, McAvoy, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
CITY ATTORNEY
Res. 10-10
Attorney Vince Cainkar presented Resolution 10-10, a resolution to opt-out of participation in the County’s automated red light traffic safety system for any vehicle traffic intersection within it’s incorporated boundaries. Alderman McHugh moved to approve Resolution 10-10. Alderman Stachnik second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
CITY ENGINEER
Mr. Lang reported bids were opened on Wednesday, June 23rd for the 91st Street Lighting program. This contract will be awarded at the July 8th Council meeting.
COMMUNICATIONS
BILLS PAYABLE
Alderman Szeszycki moved to approve bills payable for the second half of June in the amount of $291,038.32. Alderman McHugh second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.

Alderman Moirano reported everything is ready for the Street Fair on Sunday and the Kick Off event on Saturday.

Alderman DeRose reported he is in receipt of one business license application for Freight Capacity.com LLC to be located at 7667 W. 95th Street 8E. This is a data entry for a trucking operation. No objections were noted.
Stachnik/Health & Environmental Control/Recycling

Ferrero/Community Services/Youth Advisory Board
Alderman Ferrero reported there are 104 crafters and 19 food vendors in the Street Fair as of today.
McAvoy/Chamber
Alderman McAvoy reported his bingo prizes are over $4,900.00 for the Street Fair.
UNFINISHED BUSINESS
Alderman McHugh reported he has a sign up sheet for the Street Fair Beer Tent.
Alderman McHugh has a request from the Dirty Sock to have a band outside on Sunday, June 27th from 7:00 p.m. to 10:30 p.m. and a bean bag tournament. No objections were noted.
NEW BUSINESS
Treasurer Schramm noted the City will have a raffle at the Street Fair to replenish the discretionary fund.
Ord. 10-13
Mayor Howley presented Ordinance 10-13, an ordinance authorizing disposal by public auction/sale of personal property owned by the City of Hickory Hills. Alderman Stachnik moved to approve Ord. 10-13. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
Alderman Szeszycki thanked the Police Department for helping with a problem with a resident. He thanked Officer Hobart for his efforts.
ADJOURNMENT
Alderman Ferrero moved to adjourn until the next scheduled or specially called meeting. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
