July 28, 2011 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, July 28, 2011 at 7:31 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman McHugh, Building Commissioner Gordon Betcher, and Chief Vodicka were absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman McAvoy second. Aldermen DeRose, Ferrero, McAvoy Szeszycki, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Szeszycki moved to close the meeting to the public. Alderman Zimmerman second. Aldermen DeRose, Ferrero, McAvoy, Stachnik, Szeszycki, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Zimmerman moved to approve the minutes of the regularly scheduled meeting of July 14, 2011 as printed subject to deletions or corrections. Alderman Ferrero second.Aldermen DeRose, Ferrero, McAvoy, Stachnik, Szeszycki, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

    MAYOR

    Mayor Howley reported he and Alderman DeRose have been investigating electronic recycling through Land and Lakes and other agencies. He will update the Council when he has further details.

    Memorial Bench

    Mayor Howley noted he accompanied Sharon Marciano of the Clerk’s office to Prairie Pond to pick out a location for the memorial bench. She will be meeting with the donator to give her a choice of two locations. A ceremony will take place after the bench is installed.

    Mayor Howley will be meeting with Mr. Gus Danos to review plans for the property next to the new McDonald’s. He also will be meeting with the developer from Chase Bank to review their plans as well as meeting with Wendy’s to go over their renovation plans.

    Mayor Howley congratulated Mr. Kevin Farrell of the Public Works Department for his 30 years of service. He noted he attended a pizza lunch recognizing Mr. Farrell for his dedicated service.

    CITY ATTORNEY

    Ord. 11-7

    Attorney Joe Cainkar presented Ordinance 11-7, an ordinance approving the O’Reilly subdivision with a rear yard setback variation and a side yard setback variation for the property located at 8715 West 95th Street, Hickory Hills. Alderman McAvoy moved to approve Ord. 11-7. Alderman Ferrero second. Mayor Howley noted the developer will be working together with the City’s 95th Street landscaper to have the property blend with the other landscape. Aldermen DeRose, Ferrero, McAvoy, Stachnik, Szeszycki, Zimmerman aye. So approved.

    CITY ENGINEER

    Mr. Lang presented Invoice #09677 from City Lights Ltd. for work done on the 91st Street Lighting project: 88th Avenue to Roberts Road (pay estimate #3 partial) in the amount of $13,281.49. Alderman Szeszycki moved to approve payment to City Lights in the amount of $13,281.49. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, Stachnik, Szeszycki, Zimmerman aye. So approved.

COMMUNICATIONS

Alderman McAvoy moved to approve bills payable for the first half of July 2011 in the amount of $414,309.22. Alderman Ferrero second. Aldermen DeRose, Ferrero, McAvoy, Stachnik, Szeszycki, Zimmerman aye. So approved.

BILLS PAYABLE

STANDING COMMITTEES

    Szeszycki/Finance

    Alderman Szeszycki reported he has met with Arthur J. Gallagher our insurance broker regarding the upcoming general insurance renewal. He will have better numbers next month.

    Zimmerman/Public Safety

    No report submitted.

    Moirano/Public Works

    Mr. Boettcher reported that Public Works has budgeted funds for the rehab of the City’s sanitary sewer system. A purchase order will be issued to perform lining work on 4,400 linear feet of sanitary sewer to Insituform Inc. for $150,000.00 with the City’s fixed two year Service Maintenance Agreement. No objections were noted.

    McHugh/Bldg./Facilities

    Mayor Howley reported the lava rocks in front of City Hall will be replaced with sod.

    Stachnik/Laws & Ordinances

    Alderman Stachnik reported he has two business applications for 1) Mercy Home Health Services located at 8821 W. 87th Street, Unit C and 2) Casualty Recovery Inc., located at 7705 W. 99th Street. No objections were noted.

    DeRose/Health & Environmental Control/Recycling

    Alderman DeRose reported with all the recent rainfall, residents should be aware of any standing water which could be a breeding ground for mosquitos. There are no cases of West Nile in Hickory Hills but some have been reported in Oak Lawn.

    Ferrero/Community Services/Youth Advisory Board

    McAvoy/Chamber

    No report submitted.

UNFINISHED BUSINESS

Mayor Howley reported he has met with some of the residents of Flamingo Apartments and the Forest Preserve District to review the flooding issue. He will forward the letter he has written to the Forest Preserve to the City Council.

NEW BUSINESS

Alderman Ferrero commented on the weeds at the front entrance of the Jewel Store.

ADJOURNMENT

Alderman Ferrero moved to adjourn until the next scheduled or specially called meeting. Alderman Moirano second. Aldermen DeRose, Ferrero, McAvoy, McHugh, Moirano, Stachnik, Szeszycki, Zimmerman aye. So approved.
