March 28, 2013 City Council Meeting Minutes

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by City Clerk D’Lorah Catizone on Thursday, March 28, 2013, at 7:30 p.m. in the City Hall Council Chambers.

Mayor Pro Tem

Alderman Ferrero moved to appoint Alderman Zimmerman as Mayor Pro Tem due to the absence of Mayor Howley. Alderman Stachnik second. Roll Call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

PLEDGE OF ALLEGIANCE

Mayor Pro Tem Zimmerman led the Pledge of Allegiance.

Alderman Stachnik moved to open the meeting to the public. Alderman McHugh second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Ferrero moved to close the meeting to the public. Alderman McAvoy second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Szeszycki moved to approve the minutes of the regularly scheduled meeting of March 14, 2013 as printed subject to deletions or corrections. Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

MAYOR

CITY CLERK

Clerk Catizone reported Statements of Economic Interest are due May 1, 2013. All individuals were notified on Tuesday that online filing is now open.

Clerk Catizone distributed information regarding a Legislative Breakfast sponsored by the Southwest Conference of Mayors which will be held on April 26th.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated February 28, 2013. Alderman Szeszycki moved to approve the Treasurer’s Report dated February 28, 2013. Alderman McHugh second. Roll Call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Attorney Cainkar presented Ordinance 13-4, an ordinance amending Chapter 30, Housing and Property Maintenance, of the Hickory Hills Municipal Code by adding Section 30.27, commercial store front appearance standards. Alderman McHugh moved to approve Ord. 13-4. Alderman Stachnik second. Attorney Cainkar noted this item was discussed at the last Council meeting.

Roll Call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Lang reported a bid opening was held on March 26th for the sanitary sewer rehabilitation. The list of bidders with their respective bids is as follows:

American Pipe Liners, Inc. $164, 347.50
Kenny Construction Co. $182, 325.00
Visu-Sewer Inc. $195, 840.00

Mr. Lang recommends awarding the contract to Insituform Technologies USA for the bid amount of $151, 460.00. Alderman McHugh moved to award the contract to Insituform Technologies USA. Alderman McAvoy second. Roll Call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of March, 2013 in the amount of $572, 627.72. Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

    Zimmerman/PublicWorks

    Mr. Boettcher reported the CCHD had their first meeting of spring construction on Tuesday, March 19th. The Contractor proposes to start work as soon as the weather breaks, and will have numerous operations being performed to meet the June 28th deadline on 88th Avenue.

    Mr. Boettcher noted Public Works has painted out the proposed location of the new sidewalk to St. Patricia School off 91st Street. Three scrub trees will need to be removed.

    The estimated cost of this project is under $10, 000.00. No objections were noted.

    Ferrero/Community Affairs/Youth Advisory

    Alderman Ferrero reported the band has been hired for the Street Fair’s Saturday event.

    Alderman Ferrero noted her committee is working on the Arbor Day events.

    McAvoy/Chamber/Business Development

    Alderman McAvoy reported he was unable to attend the Chamber’s Breakfast on Wednesday, March 20th but noted he was told it was well attended.

    NEW BUSINESS

    Chief Vodicka noted the Hickory Hills Blood Drive will be held on Sunday, April 7th with the St. Patricia Holy Name Society providing breakfast.

    Alderman Ferrero moved to adjourn the meeting until the next regularly scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

    Meeting adjourned at 7:45 p.m.
