CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, September 12, 2013, at 7:33 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman McAvoy second. Roll call: Aldermen Fonte, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mrs. Jerry Hooten

Mrs. Hooten was present to voice her concern regarding raccoons in her area. The Chief noted he would send the animal warden to her home to discuss this matter.

Mr. Vince Uzzardo

Lions Club

Mr. Uzzardo gave the Council an overview of the 4th Annual “Roar and Run for Fun” 5K Run/Walk which will be held on Saturday, October 26th at 9:00 a.m. He noted the start and finish will be at City Hall. He also thanked Mayor Howley and the City for all their support. Mayor Howley would like to encourage people to join in along the race route with Halloween costumes.

Alderman Ferrero moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Fonte, Ferrero, McAvoy, McHugh, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Szeszycki moved to approve the minutes of the regularly scheduled meeting of August 22, 2013 as printed subject to deletions or corrections. Alderman Ferrero second. Correction: Page 2, Address should be 9131. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Szeszycki, Waight, Zimmerman aye. Alderman Stachnik pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley reported St. Patricia Church is seeking a temporary liquor license for their upcoming Oktoberfest. Alderman Zimmerman moved to approve this temporary liquor license for St. Patricia Oktoberfest on Saturday, September 28th from 5:00 p.m. to 11:00 p.m. with fees waived. Alderman Szeszycki second. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mayor Howley presented Ordinance 13-10, an ordinance authorizing disposal by public auction/sale of personal property owned by the City of Hickory Hills. Alderman Szeszycki moved to approve Ordinance 13-10. Alderman Stachnik second. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mayor Howley announced the week of September 12th, 2013 is proclaimed Constitution Week. He asks our residents to reaffirm the ideals that the Framers of the Constitution had in 1787 by protecting the freedoms guaranteed to us through this guardian of our liberties.

Mayor Howley requested the Council give their consensus on decorative street signs on 88th Avenue. These street signs would be consistent with others along 95th Street. After some discussion it was the consensus of the Council to move forward with the new decorative street signs.

Mayor Howley reminded the Council the Southwest Conferences of Mayors meeting will be hosted by the City of Hickory Hills on Monday, September 30th.

Mayor Howley invited the Council to the Walk Around the Pond on Saturday, September 14th at Martin Park. This event is hosted by the Senior Task Force.

Mayor Howley expressed his condolences to Gary Bukovsky on the passing of his daughter. Along with condolences to the family of David Sinclair and to the family of George Gianaskas.

Mayor Howley reported the new website design should be ready by October 1st.

CITY CLERK

Clerk Catizone reported she is in receipt of the Cook County Intergovernmental Agreement for the Health Inspections for our City’s businesses. The rate will remain the same. If no objections she will sign this agreement.

Clerk Catizone noted that the quilts are now on display in the City Hall.

Clerk Catizone stated the newsletter deadline is
September 15th.

Clerk Catizone reported the next boxing for the troops will be on September 17th at the Community Center beginning at 6:00 p.m.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated July 31, 2013 for approval. Alderman McAvoy moved to approve the Treasurer’s Report dated July 31, 2013. Alderman McHugh second. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Attorney Joe Cainkar presented Ordinance 13-11, an ordinance amending Chapter 34, alcoholic beverages, of the Hickory Hills Municipal Code. This ordinance implements the late hour classification for the banquet premises and allows the additional hour on the weekends for banquet facilities. The fee has been set at $2,000.00.

Alderman McAvoy moved to approve Ordinance 13-11. Alderman McHugh second. A lengthy discussion ensued regarding if this would allow other establishments to remain open an additional hour. Attorney Cainkar explained this would only apply to the 6 banquet halls. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh aye. Aldermen Stachnik, Szeszycki, Waight, Zimmerman nay. Mayor Howley aye. Motion approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Ferrero moved to approve the bills payable for the first half of September, 2013 in the amount of $657,116.78. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki reported the City’s property casualty insurance is coming up for renewal and he will be meeting with the insurance company next week.

Stachnik/Public Safety

Zimmerman/PublicWorks

Mr. Boettcher reported the contractor has twenty working days to complete the 88th Avenue landscaping project.

Mr. Boettcher reported Public Works was able to test the water interconnect to Palos Hills when our water supplier had mechanical problems last week.

McHugh/Bldg./Facilities

Alderman McHugh reported there are 3 open apartments at Parkview.

Alderman McHugh reported he has been receiving bids for landscaping at city hall. More information to follow.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported she and the Mayor met with the Youth Board this evening. They will be assisting at the Children’s Halloween Party on October 26th.

McAvoy/Chamber Business Development

Alderman McAvoy reminded the Council that Chamber’s Golf Outing will be held on September 25th.

Alderman McAvoy thanked Ms. Mary Philbin of Nicor AGL Resources for responding and resolving the gas leak on 89th Street.
