CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, October 24, 2013, at 7:42 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

There being a quorum present, the meeting was called to order.

Alderman Stachnik moved to open the meeting to the public. Alderman McAvoy second. Roll call: Aldermen Fonte, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Ferrero second.

Roll call: Aldermen Fonte, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Szeszycki moved to approve the minutes of the regularly scheduled meeting of October 10, 2013 as printed subject to deletions or corrections. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Szeszycki, Waight, Zimmerman aye. Alderman Stachnik pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley is in receipt of a request from St. Patricia Church for a temporary liquor license to hold their Wine Tasting Event on December 6, 2013 from 6:00 p.m. to midnight. Alderman Szeszycki moved to approve a temporary liquor license for St. Patricia’s Wine Tasting on December 6th with fees waived. Alderman Waight second. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mayor Howley noted the Flying High Gym Grand Opening was very nice and thanked everyone who attended.

Mayor Howley reported the Hickory Palos Shopping Center is making landscaping improvements.

CITY CLERK

Clerk Catizone reported St. Patricia Church will be holding a craft show on November 24th and are requesting signs be put up around the City. No objections were noted.

CITY TREASURER

No report submitted.

CITY ATTORNEY

No report submitted.

CITY ENGINEER

Mr. Lang presented Invoice #20457 from AC Pavement Striping Company in the amount of $50,244.55. Alderman McHugh moved to approve Invoice #20457 to AC Paving Striping Co. in the amount of $50,244.55 (2013 Micro-surfacing MFT 13-00000-02-GM pay estimate #1 partial). Alderman Ferrero second. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mr. Lang presented an invoice to Insituform Technologies USA, LLC in the amount of $14,979.20 for work done on the sanitary sewer rehabilitation. Alderman Szeszycki moved to approve an invoice to Insituform Technologies, USA, LLC in the amount of $14,979.20 (pay estimate #2, final). Alderman Ferrero second. Roll Call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of October, 2013 in the amount of $361,918.81. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki reported he has received the Liability and Property Casualty insurance premium quote which came in $500.00 lower.

Alderman Szeszycki noted he is also looking into the Cyber Insurance with the City’s IT representative.

Alderman Szeszycki also noted the worker’s compensation insurance renewal date is December 1, 2013.

Alderman Szeszycki reminded the Council the water rate increase will be January 2014.

Stachnik/Public Safety

Chief Vodicka reported the HHPD will be taking 60 students from the St. Patricia Dare Program to the Bulls Game. This event is funded through the narcotics fund.

Chief Vodicka noted the Hickory Hills Blood Drive will be held on Sunday, November 3rd.

Zimmerman/PublicWorks

Mr. Boettcher reported he has distributed the 2014 Street Program. This has the selected streets with consideration to pavement deterioration, traffic volume, and safety. The proposed program for roadway improvements and pavement preservation will be using only MFT Funds. These funds will allow each Ward about one-quarter mile of roadway reconstruction. He noted pavement preservation is a major concern with 50 miles of existing streets. Micro-surfacing extends the life of deteriorated pavement and enhances appearance. Public Works was informed the CDGB program submitted last year was not approved. If any Alderman has concerns please submit them to Mr. Boettcher. Alderman McAvoy noted he has some issue with his Ward and the Mayor will investigate.

McHugh/Bldg./Facilities

Alderman McHugh reported Mr. Bill Spatz, Community Center Director is doing well from his surgery and may be back within two weeks.

Alderman McHugh noted that Parkview has two 3rd floor apartments available for rent.

Alderman McHugh stated the Community Center will hold a Thanksgiving Dinner on November 12th.

Waight/Laws & Ordinances

Alderman Waight is in receipt of four business certificate applications; 1) 87th Street Fish & Chicken located at 8032 W. 87th Street. Mr. Suleiman would like to open a fast food restaurant. 2) Kevron Printing & Mailing located at 9831 S. 78th Avenue. Unit F. 3) Washington Inventory Services located at 7667 W. 95th Street, Unit 3W. 4) Titles for Cars located at 7667 W. 95th Street, Unit 6W. This is a business that bills for towing companies. No objections were noted on these four businesses.

Fonte/ Health & Environmental Control

Alderman Fonte is in receipt of a check in the amount of $693.31 for recycling for the month of September 2013.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported all plans are complete for the Halloween party on Saturday, October 26th from 1:00 p.m. to 3:00 p.m.

McAvoy/Chamber Business Development

Alderman McAvoy reported he likes the new website. He noted the 3rd Ward has posted their newsletter on the website. Mayor Howley stated the website is a work in progress and anyone can add items to improve this site.

Alderman McAvoy noted he is still receiving responses from his recycling container survey.

Alderman McAvoy reported the business directory is completed with a lot of new businesses. He thanked all his helpers with this project.
