CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, January 23, 2014, at 7:39 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

Alderman Stachnik moved to open the meeting to the public. Alderman McHugh second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Zimmerman second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of January 9, 2014 as printed subject to deletions or corrections. Alderman Waight second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley reported the ribbon cutting for Stella’s Place will take place on Friday, January 24th at 11:00 a.m.

Mayor Howley noted the Council has been invited to the new “Aunt D’s” this evening. They are located in the Hillcreek Shopping Center.

Mayor Howley congratulated Mr. George Les for being named Man of the Year by the Oak Lawn Chamber of Commerce.

Mayor Howley noted the medical cannabis ordinance will be on the February 13th meeting.

CITY CLERK

Clerk Catizone reported Stagg High School will hold their annual Craft Show on March 22nd and March 23rd. They would like to place signs advertising the show at 87th Street and Roberts Road, Kean Avenue and 95th Street and 95th Street and 88th Avenue. No objections were noted.

Clerk Catizone distributed information regarding the Southwest Conference of Mayor’s Municipal Expo which will be held on March 8th at the Belvedere Chateau.

CITY ATTORNEY

Attorney Cainkar presented Ordinance #14-1, an ordinance
amending Section 6.10, water rates, of Chapter 6, water service, of the Hickory Hills Municipal Code by changing water rates. Alderman McHugh moved to approve Ordinance #14-1. Alderman Zimmerman second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Attorney Cainkar presented Ordinance #14-2, an ordinance amending Section 7.09, basis for wastewater service charges, of Chapter 7, sanitary sewer service, of the Hickory Hills Municipal Code by changing sanitary sewer rates. Alderman McHugh second. Roll call: Aldermen McAvoy, McHugh, Szeszycki, Waight, Zimmerman aye. Alderman Stachnik nay. So approved.

Attorney Cainkar presented Ordinance #14-3, an ordinance adopting the 2012 International Building Code, the 2012 International Residential Code, the 2012 International Mechanical Code, the Illinois Plumbing Code, and the 2012 International Fire Code. Attorney Cainkar stated this is done usually every three years. The City was waiting for some amendments but will add them at a later date. Alderman McHugh moved to approve Ordinance #14-3. Alderman Waight second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Lang presented Resolution #14-02, a MFT appropriating $75,000.00 for the purpose of maintaining streets and highways under the applicable provisions of the Illinois Highway Code from January 1, 2014 to December 31, 2014. Alderman Zimmerman moved to approve Res. #14-02. Alderman Stachnik second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of January 2014 in the amount of $163,220.85. Alderman McHugh second. Roll call: Aldermen McAvoy, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Stachnik/Public Safety

Alderman Stachnik reported three Quarterly Reports have been distributed to the Council from the Police Department. This covers the 4th quarter. If there are any questions, please contact Alderman Stachnik or Chief Vodicka.

Zimmerman/Public Works

Mr. Boettcher reported the snow fall quantity is totaling over 45+ inches and frequent snow flurries events of 1 or 2 inches have diminished the City’s salt supply. The City has used last year’s salt surplus and 70% of current salt allocations under state purchase. Public Works will need to purchase additional salt at market price; Public Works is uncertain what the market price will be at the time of order.

Alderman McAvoy reported the business directory
will be distributed in many locations. He noted it will also be posted on the website.

Alderman McAvoy thanked Public Works on behalf of the Sertoma Club who helped by chipping the last of their Christmas trees that were left on the lot.
