CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, May 8, 2014, at 7:31 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman Waight was absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

Mr. Jordon Apostolov
Mr. Bane Simic
Associated Real Estate Group

Mr. Simic is present to introduce himself to the Council. His company is in the process of closing on the property located at 8649 S. 85th Court, 8500 W. 87th Street, and 8512 S. 85th Court. These are a 48 unit complex which will be totally rehabbed.

He noted he is excited to work with the City of Hickory Hills. This is an eight month project starting in July.

Terry Pazdziora
8520 W. 91st Street

Mrs. Pazdziora is present to voice her concern regarding the sidewalk project on 91st Street. She asked if the sidewalk could be moved to avoid the landscape island on her property. Mayor Howley asked her to call the Public Works Department to make an appointment for them to come out and look at this proposal.

Mr. Joe Clement

Mr. Clement noted he was present to support the sale of the properties at 8649 S. 85th Court, 8500 W. 87th Street and 8512 S. 85th Court. He appreciated all the assistance he received from the City and the Police Department.

CLOSE TO PUBLIC

Alderman Stachnik moved to close the meeting to the public. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Szeszycki moved to approve the minutes of the regularly scheduled meeting of April 24, 2014 as printed subject to deletions or corrections. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley requested a motion to cancel the Committee Meetings of June, July, August and September. Alderman Zimmerman moved to cancel the Committee Meetings for the summer. Alderman Szeszycki second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

Mayor Howley noted the new Hearing Officer, Arthur Wrobel, held his first ticket hearings on Tuesday and everything went fine.

Mayor Howley reported he has received the new Com-Ed rates and the Intregry’s rate is lower.

CITY CLERK

Clerk Catizone reported the newsletter deadline is May 29th.

Clerk Catizone noted she will not be in attendance at the next meeting on May 22nd. She will be attending the International Convention of Municipal Clerks in Milwaukee.

CITY TREASURER

No report submitted.

CITY ATTORNEY

Attorney Perlman presented Ordinance 14-7, an ordinance amending Chapter 24, Building Code, of the Hickory Hills Municipal Code by changing Section 24.02, Building Permit Fees to provide Curb and Gutter Permit Fees. Alderman McAvoy moved to approve Ordinance 14-7. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Lang report two bid openings were held this Monday. The list of bidders with their respective bids are as follows:

Gallagher Asphalt $245,202.50 as read, $245,602.50 corrected
Crowley-Sheppard Asphalt $251,949.48
K-Five Construction $264,926.98
James D. Fiala Paving Co. $274,372.00
Central Blacktop Co. $293,035.23

Mr. Lang recommended awarding the contract to D. Construction for the 2014 Miscellaneous Street Resurfacing Project in the amount of $221,208.37.

Alderman Zimmerman moved to award this contract to D. Construction. Alderman Szeszycki second. Roll call: Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

Mr. Lang stated the second bid was held for the MFT 14-00000-02-GM 2014 Mirco-Surfacing. The list of bidders with their respective bids are as follows:

AC Pavement Striping Co. $83,345.50
Missouri Petroleum Prod. Co. $95,386.50
Microsurfacing Contractors LLC $108,451.00

Mr. Lang recommended awarding the contract to AC Pavement Striping Co. for the bid amount of $83,345.50 for the 2014 Micro-surfacing Project. Alderman Ferrero moved to approve the bid from AC Pavement Striping Co. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of May, 2014 in the amount of $450,091.49. Alderman McAvoy second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed a chart outlining the new dental renewal with an 18 month rate guarantee. This would have an 8% increase ($2,000.00 increase). No objections were noted. This is the same insurance carrier.

Stachnik/Public Safety

Chief Vodicka updated the Council on the Wagner FMLA request. He noted the Union does not want to open the Collective Bargaining Agreement.

Zimmerman/Public Works

Mr. Boettcher reported the existing person in Public Works has exceeded her FMLA days and Public Works is moving forward. He has received 15 responses and has interviewed 6 people for this position. Mr. Boettcher is recommending Ms. Siobhan Schuenemann for this position for the advertised salary of $39,500.00. Alderman Zimmerman moved to approve the hiring of Ms. Siobhan Schuenemann, Admin. Assistant of Public Works. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

Mr. Boettcher proposed to issue a budget approved purchase of $145,000 for the State purchase of a 6 wheel dump truck with plow and salt spreader to Rush Truck Center. No objections were noted.

Waight/Laws & Ordinances

Alderman Waight was absent. Mayor Howley presented
one business certificate application for Tailoring Style located at 8719 W. 95th Street. This will be an alterations store. No objections were noted.

Fonte/ Health & Environmental Control

No report submitted.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported one of the bands has cancelled.
She will be looking for one more band for the Street Fair.

Alderman Ferrero noted there are 42 crafters and 9 food vendors for this year’s Street Fair.

McAvoy/Chamber Business Development

Alderman McAvoy acknowledged his predecessor in the
audience, Mr. Wally Potacki.

Alderman McAvoy noted the Chamber luncheon was very well attended and thanked the speakers, Mr. Bob Troy and Mr. Mike Tardi. Their talk was on identity theft.

UNFINISHED BUSINESS

None.

NEW BUSINESS

Mayor Howley stated he attended the Hills Baseball Opening Day and it went very well. They did a very nice ceremony for Hickory Hills resident, Dave Sinclair, who passed away naming a field after him.

ADJOURNMENT

Alderman Ferrero moved to adjourn the meeting until the next scheduled or specially called meeting. Alderman McAvoy second. Roll call: Aldermen Ferrero, Fonte, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.
