CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, February 11, 2016, at 7:33 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

Alderman Stachnik moved to open the meeting to the public. Alderman McHugh second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Fonte second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of January 28, 2016 as printed subject to deletions or corrections. Alderman Szeszycki second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

DriveTime & Planet Fitness Ribbon Cutting – Mayor Howley noted there has been no date set for the ribbon cutting ceremonies for DriveTime and Planet Fitness.

Tollway Meeting – Mayor Howley reported he and Public Works Director Larry Boettcher had a meeting with the Illinois Tollway representative to discuss the 95th Street intersection. He noted they are working on the plans to relieve some of the pressure off the south bound lanes.

CITY CLERK

City Clerk Catizone stated she recently participated in a survey regarding video gaming annual fees with area clerks. The results were distributed to the Council.

Clerk Catizone announced the spring newsletter deadline is March 15th.

CITY TREASURER

CITY ATTORNEY

No report.

CITY ENGINEER

Res. 16-01 – Mr. Spolar presented Resolution 16-01, a resolution for maintenance of street and appropriating the sum of $500,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets under the applicable provisions of the Illinois Highway Code from January 1, 2016 to December 31, 2016. Alderman Szeszycki moved to approve Resolution 16-01. Alderman McHugh second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Inv. #8328 – Mr. Spolar presented Invoice #8328 from Len Cox and Sons Excavating for work done on Storm Sewer Improvements, 83rd Court & 89th Street Intersection (pay estimate #3 partial) in the amount of $23,195.33. Alderman Zimmerman moved to approve the expenditure of $23,195.33 to Len Cox and Sons Excavating. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of February 2016 in the amount of $556,366.82. Alderman Szeszycki second. Roll Call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Stachnik/Public Safety

Zimmerman/Public Works

Storm Sewer Contractor – Director Boettcher reported Hasse Construction, the contractor working on the storm sewers and Com Ed are having a problem. Hasse has experienced substantial delays from locating errors for CE lines in the rear and side yards on Hillside. At one point, Hasse was informed to commence work on the following day and Com Ed tagged all lines as de-energized. Early the following morning, Hasse discovered the de-energized tags were removed and the line re-energized. The contractor is looking for downtime reimbursement. Hasse has estimated the labor costs at $19,600.00 along with equipment costs. The work is not complete and he will need 1.5 weeks of pipe placement. No work is being performed now. Discussion ensued. Attorney Cainkar will investigate this matter and inform the Council on the City’s options.

McHugh/Bldg./Facilities

Alderman McHugh reported the Community Center facilities have brought in $9,300.00 this year in party rentals.

Waight/Laws & Ordinances

Alderman Waight presented three business certificate applications. 1) Exclusive Cuts located at 8859 Roberts Road. 2) Clovers Garden a temporary garden center at 87th Street & 88th Avenue, parking lot. 3) Moes’ Lord of the Wings located at 8033 W. 87th Street. No objections were noted.

Fonte/Health & Environmental Control

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero was absent. No report.

McAvoy/Chamber Business Development

Alderman McAvoy was absent. No report.

UNFINISHED BUSINESS

NEW BUSINESS

Clerk Catizone is in receipt of a request from a family in Hickory Hills requesting assistance for their daughter who recently lost her husband. Mike Centeno and Kristy Brost were recently married in November and Mike died unexpectedly from an undiagnosed medical condition in December. Kristy is also expecting a baby in May. Alderman Waight moved to approve a donation of $200.00 to Kristy Centeno. Alderman Szeszycki second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

ADJOURNMENT

Alderman Waight moved to adjourn into Executive Session for the purpose of discussion on the Police Contract and Public Works Contract. Alderman Fonte second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
