CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, January 28, 2016, at 7:42 p.m. in the City Hall Council Chambers.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of January 14, 2016 as printed subject to deletions or corrections. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Szeszycki, Waight, Zimmerman aye. Alderman Stachnik pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

DriveTime & Planet Fitness Ribbon Cutting – Mayor Howley noted there will be two separate ribbon cutting ceremonies for DriveTime and Planet Fitness. Both companies have to get corporate approval. These dates will be forthcoming.

CITY CLERK

Acting City Clerk Doherty reported Clerk Catizone is at a seminar in Bloomington. The focus is on the elected official’s roll in Emergency Preparedness & Response Phases of Emergency Management.

The Clerk’s Office is in receipt of a request to place signs for the Stagg Music Booster Spring Craft Show on March 19th and March 20th. These signs will be placed at 87th Street & Roberts Road; 95th Street & Kean Avenue and 95th Street & 88th Avenue from February 20th through March 20th. No objections were noted.

Clerk Catizone received two thank you notes from the families of Bill Balducci and John Howley for the City’s kind tokens of sympathy.

The Hickory Hills Blood Drive will be held at the Community Center on Sunday, January 31st from 8:00 a.m. to 2:00 p.m.

CITY ATTORNEY

Ord. 16-02 – Attorney Cainkar presented Ordinance 16-02, an ordinance approving the 78th Court Resubdivision for the property located at 9546 South 78th Court, Hickory Hills, Illinois. Alderman McHugh moved to approve Ordinance 16-02. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Ord. 16-03 – Attorney Cainkar presented Ordinance 16-03, an ordinance amending Chapter 34, Alcoholic Beverages, of the Hickory Hills Municipal Code by increasing by two the number of Class E liquor licenses. Alderman Szeszycki moved to approve Ordinance 16-03. Alderman McAvoy second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Szeszycki, Waight, Zimmerman aye. Alderman Stachnik nay. So approved.

Ord. 16-04 – Attorney Cainkar presented Ordinance 16-04, an ordinance amending Section 6.10, Water Rates, and amending Section 6.12, Delinquent Charges, of Chapter 6, Water Service, of the Hickory Hills Municipal Code by changing water rates and changing the turn-on fee. Alderman Ferrero moved to approve Ordinance 16-02. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Invoice #GE15204 – Mr. Spolar presented Invoice #GE15204 from Gallagher Asphalt for work done on 2015 Miscellaneous Resurfacing (MFT 15-00000-01-GM pay estimate #2 final) in the amount of $17,141.19. Alderman Zimmerman moved to approve the expenditure of $17,141.19 to Gallagher Asphalt. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Inv. #20974 – Mr. Spolar presented Invoice #20974 from AC Pavement Striping Co. for work done on 2015 Microsurfacing (MFT 15-00000-02-GM pay estimate #2 final) in the amount of $4,083.50. Alderman Zimmerman moved to approve the expenditure of $4,083.50 to AC Pavement. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of January 2016 in the amount of $352,749.00. Alderman McAvoy second. Roll Call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the latest Video Gaming Revenue Report.

Stachnik/Public Safety

No report.

Zimmerman/Public Works

FlexNets & Meters – Director Boettcher reported that 950 Flex Nets have been installed with 50% programmed. In addition, in Section 6, 140 of 420 water meters have been installed.

Ms. Sue Lehr – Director Boettcher noted that because of Ms. Lehr’s new responsibilities and conscientious work ethic regarding her two new positions at Public Works, she is required to forfeit 3 weeks of vacation because it was not taken during the year. He stated that the City’s handbook is a guideline for general City management but does not reflect the unique conditions that Public Works faces. Because of these extenuating circumstances, he feels Ms. Lehr’s total earned vacation should be re-instated. Discussion ensued.

Alderman McAvoy moved to grant Ms. Sue Lehr two weeks vacation of the three allowed but forfeited by her to be taken by June 1, 2016. Alderman Ferrero second. Roll Call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Waight, Zimmerman aye. Alderman Szeszycki nay. So approved.

Street Sweeper – Director Boettcher’s inquiry into used sweepers was not positive. Public Works does recommend a new 2016 Elgin Cross-Wind with stainless box set on a new 2014 auto-car (cab-over) chassis for $230,000. It will take four months for a unit to be assembled. Director Boettcher stated Public Works would use the existing Equipment Fund of $130,000 and the budget balance amount in the General Fund for fiscal year 2016/2017 to purchase rather than waiting to purchase in fiscal year 2019/2020 from the 5 year Plan.

Alderman McHugh moved to approve Public Works purchase of a new 2016 Elgin Cross-Wind Sweeper with a stainless box set on a new 2014 auto-car chassis. Alderman Zimmerman second. Roll Call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

McHugh/Bldg./Facilities

Alderman McHugh reported that Parkview apartments are all filled.

Waight/Laws & Ordinances

Fonte/Health & Environmental Control

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero will check prices for bushes and trees with other suppliers for the Arbor Day sale.

McAvoy/Chamber Business Development

Alderman McAvoy reported the Hills Chamber is considering hosting an antique car show to coincide with the weekend of the Street Fair. Conrady’s parking lot is a tentative site. After discussion ensued, the possibility of placing these cars at the north end or south end of the closed street (Roberts Road) was suggested. Alderman McAvoy will contact the Hickory Hills Park District to check if there would be a conflict.

UNFINISHED BUSINESS

Alderman Stachnik stated when businesses apply for a liquor license, he would like to see their advertised name reflect our City’s residential feel.

Attorney Cainkar stated that there are no nearby communities that require buyers or sellers to check and improve their lateral lines before sales.

Alderman Szeszycki noted the Union contracts for the Public Works Department and Police Department were coming up for negotiation.

Alderman Ferrero moved to adjourn the meeting until the next regularly scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Meeting adjourned at 8:27 p.m.
