April 14, 2016 City Council Meeting Minutes
CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by City Clerk D’Lorah Catizone on Thursday,
April 14, 2016, at 7:30 p.m. in the City Hall Council Chambers.
PLEDGE OF ALLEGIANCE
City Clerk D’Lorah Catizone led the Pledge of Allegiance.
Mayor Pro Tem – Clerk Catizone stated Mayor Howley will be absent this evening. Alderman McHugh moved to appoint Senior Alderman Scott Zimmerman as Mayor Pro Tem. Alderman Fonte second. Roll call: Aldermen Fonte, McHugh, Szeszycki, Waight, Zimmerman aye. So approved.

Alderman Stachnik moved to open the meeting to the public. Alderman Fonte second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
Mr. Orly Betcher

Mr. Betcher voiced his concern regarding running water on the sidewalk in front of his home. This water becomes a hazard in the winter when it freezes. He would like to bring this matter to the attention of the Council. Ms. Sue Lehr from Public Works will look investigate this water issue.

Alderman Stachnik moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
JOURNAL OF PROCEEDINGS
Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of March 24, 2016 as printed subject to deletions or corrections. Alderman Szeszycki second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Executive Session – Mayor Pro Tem Zimmerman noted an Executive Session will be held at the end of this meeting for the purpose of discussing Police and Public Works Union Contracts.
CITY CLERK
City Clerk Catizone reminded the Council to send in their Statement of Economic Interest forms to Cook County Clerk’s Office by May 1, 2016.
City Clerk Catizone announced the deadline for the next newsletter is May 23, 2016.
CITY TREASURER

CITY ATTORNEY
Attorney Cainkar presented Ordinance 16-06, an ordinance amending Chapter 30, Housing and Property Maintenance, of the Hickory Hills Municipal Code, by adopting “The 2015 International Property Maintenance Code”. Attorney Cainkar noted he is working with Building Commissioner John Moirano updating the City’s building codes. Alderman McHugh moved to approve Ord. 16-06. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
CITY ENGINEER
Contract Award – Mr. Spolar reported a bid opening was held on Tuesday,
April 12, 2016 for the 2016 Miscellaneous Resurfacing (MFT 16-00000-01-GM). The list of bidders with their bids are as follows:
D. Construction $295,952.30
Crowley-Sheppard Asphalt $311,722.30
Gallagher Asphalt $319,528.85
K-Five Construction Co. $371,865.05
Mr. Spolar is recommending awarding the contract to D. Construction for the bid amount of $295,952.30. Alderman Szeszycki moved to award the 2016 MFT Street Resurfacing Project to D. Construction in the amount of $295,952.30. Alderman McHugh second. Roll call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
COMMUNICATIONS
BILLS PAYABLE
Alderman Szeszycki moved to approve the bills payable for the first half of April 2016 in the amount of $631,740.85. Alderman McHugh second. Roll Call: Aldermen Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
STANDING COMMITTEES

Stachnik/Public Safety
Alderman Stachnik noted Chief Vodicka has distributed the Quarterly Productivity Report for the last three months which also includes Chronic Nuisance Calls and the Animal Warden Logs. No questions at this time.
Zimmerman/Public Works
Flex Readers – Assistant Director Sue Lehr reported the Flex Net readers have been installed throughout the City.
FCC Agreement – Ms. Lehr stated at the next Council meeting, an FCC Agreement will be on the agenda. This will allow the City to read the radio read water meters.
McHugh/Bldg./Facilities
Alderman McHugh reported re-piping of the plumbing on the Parkview Apartments has begun and he brought some of the old pipes for the Council to examine. He also noted that buildings will be done one at a time depending on the budget.
Waight/Laws & Ordinances
Alderman Waight is in receipt of two business certificate applications; 1) Chill N Grill located at 9348 S. Roberts Road. This will be an ice cream and fast food establishment. 2) GK Baking DBA Buttercrumb Bakery located at 7731 W. 98th Street. This is a wholesale bakery location. No objections were noted.
Fonte/Health & Environmental Control
Alderman Fonte distributed a memo regarding the upcoming contract rate increase of the waste collection. He noted last year the Recycling Fund offset the increase. As of June 1, 2016 the rate will be $23.07 per month. This is a $1.32 increase.
Ferrero/Community Affairs/Youth Advisory
Alderman Ferrero was absent. No report submitted.
McAvoy/Chamber Business Development
Alderman McAvoy was absent. No report submitted.
