April 13, 2017 City Council Meeting Minutes
CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, April 13, 2017, at 7:33 p.m. in the City Hall Council Chambers.

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mr. Marek voiced his concerns regarding a tree on his parkway that he believes is dead and should be removed. Public Works Director Boettcher stated that someone had looked at this tree in the fall and it had some signs of life. He will investigate this matter further.

JOURNAL OF PROCEEDINGS
Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of March 23, 2017 as printed subject to deletions or corrections. Alderman Szeszycki second. Roll call: Aldermen Ferrero, Szeszycki, Zimmerman aye. Aldermen McAvoy, Stachnik and Waight pass. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Hickory Hills Baseball Parade – Mayor Howley presented Resolution 17-03, a resolution requesting permission for a temporary closure of 95th Street for the purpose of conducting an Opening Day/Season Kick Off parade in the City of Hickory Hills on Saturday, May 6th from 8:00 a.m. to 10:00 a.m for the Hills Baseball Association. Alderman Szeszycki moved to approve Res.17-03. Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
Thank You – Mayor Howley read a thank you note from the Walter Potacki Family for the City’s recent expression of sympathy.
CITY CLERK
City Clerk Catizone announced the April 4th elections went very well. The following Aldermen will be sworn in at the May 11th Council meeting: Brian Waight, Debbie Ferrero, Brian Fonte and Joe Stachnik. She congratulated all of these Aldermen and wished them well.
City Clerk Catizone announced the next boxing for the troops will be held on Tuesday, April 18th at 6:00 p.m. at the Community Center.
Clerk Catizone reported Yard Waste begins in the City on April 1st.
Clerk Catizone noted she will be hosting the Municipal Clerks of Illinois Spring Seminar at the Oak Lawn Hilton on Thursday, April 20th and Friday, April 21st. She was delighted to report clerks from across Illinois will be in attendance.
CITY TREASURER
Treasurer Schramm presented the Treasurer’s Report dated March 31, 2017 for approval. Alderman Szeszycki moved to approve the March 31, 2017 Treasurer’s Report. Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
CITY ATTORNEY
Attorney Cainkar presented Ordinance 17-5, an ordinance amending Chapter 32, business regulations, by adding Section 32.13, invalidity of conflicting ordinances, to the Hickory Hills Municipal Code. Alderman Ferrero moved to approve Ordinance 17-5. Alderman Waight second. Attorney Cainkar stated this affects private employers in the City of Hickory Hills. Alderman Szeszycki questioned why the City is allowed to opt out of this ordinance by Cook County. Attorney Cainkar noted this particular matter is a statewide concern. Roll call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
CITY ENGINEER
Mr. Spolar reported bids were submitted at a letting on March 31, 2017 for the 2017 Miscellaneous Resurfacing (MFT 17-00000-01-GM). The list of bidders with their respective bids is as follows:

Mr. Spolar recommended awarding the contract to Gallagher Asphalt Corp. for the bid amount of $322,863.11 for 2017 Miscellaneous Resurfacing (MFT 17-00000-01-GM). Alderman Zimmerman moved to approve contract award to Gallagher Asphalt Corp in the amount of $322,863.11 for 2017 Miscellaneous Resurfacing. Alderman Ferrero second.

Invoice #1 – Mr. Spolar presented Invoice #1 (project 15-589) from Insituform Technologies USA, LLC for work done on storm sewer rehabilitation (pay estimate #1, partial) in the amount of $117,994.86. Alderman Ferrero moved to approve Invoice #1, Insituform Technologies, USA, LLC for storm sewer rehabilitation in the amount of $117,994.86. Alderman Zimmerman second. This project is complete with just some minor restoration that needs to be finished. Roll call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
Invoice #2 – Mr. Spolar presented Invoice #2, to Insituform Technologies, USA, LLC for sanitary sewer rehabilitation, CDBG 1506-009 (pay estimate #2, final) in the amount of $13,896.04. Mr. Spolar stated this week, Cook County has reimbursed the City with a $150,000.00 check for this project. Alderman Ferrero moved to approve Invoice #2 in the amount of $13,896.04 to Insituform, Technologies, USA, LLC, for sanitary sewer rehabilitation (CDBG 1506-009, pay estimate #2, final). Alderman Waight second. Roll call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Alderman Szeszycki moved to approve the bills payable for the first half of April 2017 in the amount of $723,211.82. Alderman Waight second. Roll Call: Aldermen Ferrero, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Chief Vodicka reported he has distributed the Quarterly Productivity Report dated January, February and March 2017 to the City Council.

Tree Spring Planting – Director Boettcher reported Public Works has combined the plantings for the Tree Cost Sharing Program and the Tree Canopy Program. He is pleased to announce that one hundred and twenty (120) trees were planted this week.
He noted tree barren parkways on numerous blocks are diminishing and this wet spring will enhance tree growth. In addition, he noted our City has been the recipient of the State’s Tree City Award for the last 21 years.

Ferrero/Community Affairs/Youth Advisory
Alderman Ferrero reported the Community Affairs Committee will be meeting next Tuesday to judge the Arbor Day Coloring Contest sheets from the schools.
Alderman Ferrero noted the Street Fair, as of today has 19 crafters, 2 businesses and 1 food vendor.
McAvoy/Chamber Business Development
Alderman McAvoy reported the business directory will be done a little differently this year. Funds from economic development budget line item will be used.
Alderman McAvoy reported Hills Chamber held its Chamber Night earlier this evening at the Community Center. He noted Mayor Howley and Mayor Bennett gave their State of the City addresses. He congratulated the businessman of the year, Mike & Carla Blazys, of K&P Construction, Inc.
Alderman McAvoy thanked Mr. David Shipyor, in attendance this evening, for running for the MVCC Board of Trustees. Alderman McAvoy thanked the voters in Hickory Hills for voting and showing their support.
Alderman McAvoy distributed information regarding an upcoming conference at Moraine Valley Community College on Friday, April 21, 2017 at 9:00 a.m. on civic engagement. The conference will have a break out session with elected officials; this will include Alderman McAvoy at 2:00 p.m.
