CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday,
August 10, 2017, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman McHugh, Alderman McAvoy and Attorney Cainkar were absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Waight moved to open the meeting to the public. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, aye. So approved.

Ms. Laverne Brown
9450 Greenbriar
Hickory Hills

Ms. Brown is the Secretary of the Hickory Heights Condo Association located at 9450 Greenbriar just east of Camelot Banquets. Ms. Brown is seeking direction regarding parking signs that are on the fence at the back of the Condo building. She was given notice that this fence was going to be removed and the signs must be removed. Ms. Brown would like to know who is the owner of the fence so she can communicate with them to repost their signs. Building Commissioner Moirano suggested they meet and he will give her suggestions on a free standing sign for their parking lot. Ms. Brown stated she will come into the Building Department in the near future.

Alderman Stachnik moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of July 27, 2017 as printed subject to deletions or corrections. Alderman Ferrero second. Roll call: Aldermen Ferrero, Stachnik, Szeszycki, Waight aye. Alderman Fonte and Alderman Zimmerman pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Res. #17-05 Mayor Howley presented Resolution #17-05, a resolution authorizing disposal by public auction/sale of personal property owned by the City of Hickory Hills. Mayor Howley stated this would allow some high mileage Police Department vehicles to be sold at auction. Alderman Szeszycki moved to approve Res. #17-05. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Vito & Nicks II Mayor Howley distributed a flyer from Vito & Nicks II announcing they are open for lunch and dinner. The manager called and wanted the Council to know their hours of operation.

CITY CLERK

Clerk Catizone reported the Hickory Hills Park District will hold Kids Turkey Trot at Prairie View Pond on Saturday, November 18th. The event will take place from 9:30 a.m. until 12:30 p.m. This event is for children 3-11 years old.

Clerk Catizone noted packing for the troops will take place at the Community Center on Tuesday, August 15th at 6:00 p.m.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated July 31, 2017 for approval. Alderman Szeszycki moved to approve the Treasurer’s Report dated July 31, 2017. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Attorney Cainkar was absent. No report submitted.

CITY ENGINEER

Mr. Spolar announced Robinson Engineering will be hosting a party on September 22, 2018 to celebrate their 80th Anniversary. It will be in lieu of a holiday party. This will take place during the IML Conference downtown. Further details to follow.

Mr. Spolar reported the City did not receive the CDBG Grant this year.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of August 2017 in the amount of $667,904.94. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Alderman McHugh was absent. No report submitted.

Waight/Laws & Ordinances

Alderman Waight presented one (1) business certificate application for Shear Glam, LLC located at 9200 S. Roberts Road. Ms. Johnson and Ms. Pietrowski are the owners of this new beauty salon. No objections were noted.

Fonte/Health & Environmental Control

Alderman Fonte presented the “At Your Door” monthly report for recycling. For the month of July, 79 stops and 8,000 pounds of recycling were picked up.

Ferrero/Community Affairs/Youth Advisory

No report submitted.

McAvoy/Chamber Business Development

Alderman McAvoy was absent. No report submitted.

UNFINISHED BUSINESS

Alderman Ferrero voiced her concerns regarding a vacant home on her block. She has spoken to Lt. Tim Stevens and a letter was sent to the owner. The property is still not cleaned up and weeds are growing everywhere.

Alderman Ferrero inquired is there anything else the City can do to make the owner take care of this property. Mayor Howley stated it would be in the City’s rights to proceed further and issue tickets to this property. Alderman Ferrero would also like the Police Department to reach out to business owners who also need property clean ups.

NEW BUSINESS

Mayor Howley reminded the Council of the Argo High School Ribbon Cutting Ceremony for the Portillo Performing Arts Center on Friday, August 18th at 4:30 p.m.

ADJOURNMENT

Alderman Ferrero moved to adjourn until the next scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
