CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday,
May 24, 2018, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Clerk Catizone led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman McHugh and Public Works Director Boettcher were absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CLOSE TO PUBLIC

Alderman Fonte moved to close the meeting to the public. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of May 10, 2018 as printed subject to deletions or corrections. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, Szeszycki, Waight, Zimmerman aye. Alderman Stachnik pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Summer Meeting Schedule – Mayor Howley is seeking a motion to begin the summer meeting schedule. Alderman Waight moved to cancel the June, July, August and September Committee Meetings of the City Council. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Park Dist. Carnival – Mayor Howley happily reported the Hickory Hills Carnival held last weekend went very well. Chief Vodicka reported there were no issues.

U.S. Renal Care – Mayor Howley noted he attended a ribbon cutting for the U. S. Renal Care in the Hickory Palos Square last week.

Mayor Howley congratulated Clerk Catizone for receiving the Athenian Leadership Award at the IIMC Conference in Virginia on Monday, May 21st.

CITY CLERK

City Clerk Catizone reported the newsletter is complete and will be sent out next week.

Clerk Catizone noted Chris Doherty will be at the June 14th meeting as she will be recovering from surgery.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated April 30, 2018 for approval. Alderman Szeszycki moved to approve the Treasurer’s Report dated April 30, 2018. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Ord. 18-05 – At this time (7:57 p.m.), Attorney Cainkar opened the meeting to the public hearing relative to Ordinance 18-05, an appropriation for corporate and other purposes for the fiscal year beginning May 1, 2018, and ending April 30, 2019. Public notification regarding this public hearing was published in the area newspaper. Since there were no comments Mr. Cainkar closed the public hearing to the public (7:59 p.m.) and requested a motion to approve Ordinance. Alderman Waight moved to approve Ord. 18-05. Alderman Szeszycki second. Roll call: Aldermen Ferrero, Fonte, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Ord. 18-06 – Attorney Cainkar presented Ordinance 18-06, an ordinance approving a franchise agreement between the City of Hickory Hills and Comcast of Illinois/Indiana, LLC for a ten-year period ending May 23, 2028. Alderman Kman moved to approve Ord. 18-06. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, Stachnik, Szesycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

No report submitted.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of May, 2018 in the amount of $614,859.38. Alderman McHugh second. Roll Call: Aldermen Ferrero, Fonte, Kman, McHugh, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the April Video Gaming Report and noted it was a high revenue month.

Stachnik/Public Safety

Chief Vodicka reported the Hickory Hills Police Department participated in the “Cop on the Roof” last Friday and raised $2,000.00 for Special Olympics.

Zimmerman/Public Works

Deputy Public Works Director Sue Lehr reported she is in receipt of an email from the City Attorney stating all property owners were in favor except one of the Colonial Complex storm sewer project. Attorney Cainkar stated the City would be making a presentation within the next 90 days.

McHugh/Bldg./Facilities

Alderman McHugh was absent. No report submitted.

Waight/Laws & Ordinances

No report submitted.

Fonte/Health & Environmental Control

No report submitted.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero stated as of today, there are 33 crafters, 4 food vendors and 3 businesses for the Street Fair. The bands have also been hired.

Alderman Ferrero noted this year at the Street Fair no dogs are allowed.

Kman/Chamber Business Development

Alderman Kman reported he has received an email from the owner of Sabre Woods and they are searching for a new developer.

UNFINISHED BUSINESS

Alderman Ferrero inquired on the status of the car dealership property. Building Commissioner Moirano stated inside demolition will begin soon.

NEW BUSINESS

None.

ADJOURNMENT

Alderman Ferrero moved to adjourn the meeting until the next regularly scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
