CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday,
October 11, 2018, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

City Engineer Mike Spolar was absent. There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Kman moved to close the meeting to the public. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of September 27, 2018 as printed subject to deletions or corrections. Alderman McHugh second. Roll call: Aldermen Ferrero, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. Alderman Fonte pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

St. Patricia Request – Mayor Howley reported that he was in receipt of a Special Event Liquor License request for St. Patricia’s Spirit of the Season event on Saturday November 3, 2018. Alderman Stachnik moved to approve the temporary liquor license request with fees waived on November 3, 2018. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Council Meeting Schedule Change – Mayor Howley requested that an adjustment be made to the City Council and Committee meeting schedules for the months of November and December due to the holidays. He proposed November 8, 2018 and December 13, 2018 for both Committee and Council meetings. Alderman Waight moved to approve the meeting schedule change. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

5K Run Update – It was announced that the packing of the Goodie Bags for the 5K Race/Walk will take place on Monday October 15, 2018 at City Hall starting at 3:30 pm.

CITY CLERK

Clerk Catizone reported that she is in receipt of the agreement with the Cook County Public Health Department. This is a 1-year agreement for inspections with no increase to the fee of $100.00.

Alderman McHugh moved to approve the agreement. Alderman Szeszycki second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Clerk Catizone stated that Packing for the Troops will take place on Tuesday October 16, 2018 at 6:00 pm at the Community Center.

Clerk Catizone reminded everyone that the next Hickory Hills Blood Drive will be on Sunday November 4th at the Community Center.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated September 30, 2018 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated September 30, 2018. Alderman Szeszycki second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

No report submitted.

CITY ENGINEER

Mr. Spolar was absent. No report submitted.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of September, 2018 in the amount of $155,235.97. Alderman McHugh second. Roll call: Aldermen Ferrero, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Stachnik/Public Safety

Zimmerman/Public Works

Ms. Lehr reported the Micro-surfacing contract was completed on Tuesday October 9th. There were rain delays this year that kept pushing the schedule back. Public Works has received several positive calls on how good the streets look.

Director Lehr distributed the proposed street program for 2019. Aldermen can contact Ms. Lehr with any concerns.

Ms. Lehr also proposed the hiring of Daniel Andrich as a full time employee as a Grade E Utility Operator. No concerns were noted.

McHugh/Bldg./Facilities

A proposed change in the fence ordinance will be discussed at the next Council Committee Meeting.

Alderman McHugh noted a free Thanksgiving Day dinner will be held on Tuesday November 13, 2018. Les Brothers is a big help again with providing dinner to the Hickory Hills residents. Any donations received will go to the Troops. Alderman McHugh is asking for volunteers.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero mentioned that she will call for the high school volunteers for the Thanksgiving Day dinner.

Alderman Ferrero reported that things are moving along with the new Christmas Decorations and decorating plans.

Kman/Chamber Business Development

Alderman Kman announced that the Chamber is hosting Business After Hours on Wednesday October 17, 2017 from 5:00 p.m. until 7:00 p.m. at Francesca’s on 95th Street in Oak Lawn.

UNFINISHED BUSINESS

Building Commissioner John Moirano reported that IEPA Storm Water issue is resolved at Sabre Woods. He also mentioned that the stone at Sabre Woods would be lowered and cleaned up. And the silt fence will remain around the property. The property owner noted this will make the property more marketable.

NEW BUSINESS

None.

Alderman Ferrero moved to adjourn the meeting until the next regularly scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
