CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday,
December 13, 2018, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

There being a quorum present, the meeting was called to order.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Kman moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Volunteer Recognitions – At this time, Mayor Howley acknowledged the volunteer efforts of Ms. Dorothy Lenkus and Mr. Ray Letkey. Mayor Howley noted both these Seniors give so much of their time to the City of Hickory Hills. A certificate and small token of appreciation was then presented.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of November 8, 2018 as printed subject to deletions or corrections. Alderman Waight second. Correction: Page 4, need to add a “second” and “roll call” to first paragraph. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye.

REPORTS OF CITY OFFICIALS

MAYOR

Police Chief Appointment – Mayor Howley announced after careful consideration, his recommendation of appointment as Chief of Police is Lt. Charles Hobart. He noted this was an extremely difficult decision based on the in house candidates he interviewed. Mayor Howley also recognized former Chiefs in the audience. Mayor Howley also read into the record Lt. Hobart’s resume. Alderman Stachnik moved to approve the appointment of Lt. Charles Hobart as Hickory Hills Chief of Police. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Waight, Zimmerman aye. Alderman Szeszycki present. So approved.

Police Chief Swearing In – At this time, Mayor Howley administered the oath of office to Police Chief Charles Hobart. Father Joseph Mol gave a blessing, Mrs. Hobart pinned the badge and a short reception followed.

St. Pat’s Liquor License Requests – Mayor Howley is in receipt of two liquor license requests from St. Patricia Church. 1) Super Bowl Party on Sunday, February 3, 2019 and 2) Fish Fry on Friday, March 8, 2019. Alderman McHugh moved to approve these two liquor licenses with fees waived for February 3rd and March 8th. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY CLERK

Clerk Catizone reported she is in receipt of two requests for posting of various signs. The first is from Hills Baseball/Softball Association. They would like to place signs on various streets advertising their upcoming registrations. These signs will be up from January 7th thru February 21st. No objections were noted.

The second sign request is from St. Patricia Church. These signs will be up from January 7th through January 28th and are promoting their upcoming open house on January 27th. No objections were noted.

Clerk Catizone noted packing for the Troops will be held on Tuesday, December 18th at the Community Center.

Clerk Catizone announced the next blood drive will be held on Sunday, January 27th from 8:00 a.m. until 2:00 p.m.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated October 31, 2018 for approval. Alderman McHugh moved to approve Treasurer’s Report dated October 31, 2018. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Attorney Cainkar presented Ordinance 18-16, an ordinance approving the ADB resubdivision for the property located at 8857 W. 87th Street, Hickory Hills, IL.
This plat was approved by the Zoning Board of Appeals. Alderman Kman moved to approve Ordinance 18-16. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ENGINEER

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of December 2018 in the amount of $534,729.43. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Customary Bills – Alderman Szeszycki moved to approve the normal and customary bills payable for the second half of December, 2018. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

It was noted for the second half of November 2018 the bills payable was in the amount of $184,816.65.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the video gaming report for October, 2018. He noted revenues remained steady.

Stachnik/Public Safety

McHugh/Bldg./Facilities

Alderman McHugh thanked everyone who assisted at the Community Dinner on November 13th. It was a very nice event. Mayor Howley also thanked Alderman McHugh for all his efforts for putting this dinner together.

Fonte/Health & Environmental Control

Alderman Fonte reported for the month of November e-recycling totaled 4,110 pounds with 28 stops throughout Hickory Hills.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero thanked everyone who attended the events; The Annual Tree Lighting Ceremony and also the Children’s Christmas Party at Kruger Park.

ADJOURNMENT
