CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, November 14, 2019 at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley lead the pledge of allegiance.

Alderman Fonte was absent. There being a quorum present, the meeting was called to order.

Police Promotion


Chief Charles Hobart introduced Sgt. Glenn Tienstra who will be sworn in as a Lieutenant this evening. Mr. Ken Fonte, Police Commissioner, gave the oath of Lieutenant to Sgt. Glenn Tienstra. Lieutenant Tienstra invited Retired Lt. Mike Tardi to pin his new badge. Father Mol gave a short prayer at this time. A small reception followed.

Alderman Stachnik moved to open the meeting to the public.
Alderman Waight second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of October 24, 2019 as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. Alderman Ferrero pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley presented the Radio Operators Collective Bargaining Agreement for approval. Attorney Cainkar gave an overview of the agreement. The agreement covers the next four years. The wage increase is 2.5% per year. Alderman Stachnik moved to approve the Radio Operators Bargaining Agreement. Alderman Kman second. Roll call: Aldermen Ferrrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mayor Howley presented the Finding of Fact for the property located at 7717 W. 95th Street for the special use purpose of constructing a Ricky Rocket Fuel Travel Center. This would be a gas station, convenience store, car wash and commercial strip center. A public hearing was held by the Zoning Board of Appeals on November 4, 2019. The Zoning Board is recommending approval to the City Council by a vote of 7 ayes and 0 nays. Alderman Waight moved to approve the Finding of Fact for Ricky Rockets Fuel Travel Center at 7717 W. 95th Street. Alderman McHugh second. Mr. George Arnold the petitioner attorney and project manager were present to answer any questions. It was noted that this property will have eleven (11) video gaming machines and package sales of liquor. Also noted was further travel studies will be completed and submitted to IDOT for review.
Mayor Howley noted this is their 6th location.

Mayor Howley has talked with officials from Hoffman Estates and they were complimentary to this business. With regard to the travel study, not all the logistics have been completed however, they will work with IDOT and the City to complete this project. This would be the only location for video gaming at a fuel center. Mayor Howley thanked the Zoning Board members for their work on this project. Mayor Howley is in receipt of two liquor license requests from St. Patricia’s Parish. The Super Bowl Party on Sunday, February 2, 2020 and the Holy Name Society Fish Fry to be held on Friday, February 28, 2020. Alderman Purtill moved to approve liquor licenses for St. Patricia’s Parish on Sunday, February 5, 2020 for the Super Bowl Party and on Friday, February 28, 2020 for the Fish Fry, both with fees waived. Alderman Stachnik second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 19-27 – Mayor Howley presented Ordinance #19-27, an ordinance approving a rear yard setback variation for the property located at 8819 S. 79th Avenue, Hickory Hills. This was the property building a three season room. Alderman Waight moved to approve Ordinance #19-27. Alderman McHugh second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY CLERK

Clerk Catizone is in receipt of a request from the Hills Baseball/Softball Association. They would like to put up registration signs from January 1st through February 21st. They would be at various locations throughout the City. No objections were noted.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated October 31, 2019 for approval. Alderman Kman moved to approve the Treasurer’s Report dated October 31, 2019. Alderman McHugh second.

Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Attorney Cainkar opened the Public Hearing for the purpose of changing the ordinance regarding truck terminals by removing the amortization schedule which is a matter of current litigation. No comments from the floor and the Public Hearing was closed.

Attorney Cainkar presented Ordinance #19-24, amending Section 6.041.9, I-1 industrial district-use regulations, by deleting subsection (e) amortization of truck terminals. At this time, Attorney Cainkar noted the signed settlement agreement is not signed so this was tabled until the next meeting.

Attorney Cainkar presented Ordinance #19-25, an ordinance authorizing a lease agreement with BRT Outdoor, LLC for a portion of the real property located at 8744 Orchard Drive, Hickory Hills. This is allowing a digital sign to be installed with no cost to the City. The agreement option will be modified for one flip for community event or $6,000.00 a year which will be decided at a later date. Emergency messages do not apply. The sign will be 8 feet by 16 feet. Alderman McHugh moved to approve Ordinance #19-25 with the option of deciding on the annual rent or message option. Alderman Waight second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Attorney Cainkar presented Ordinance #19-26, an ordinance amending Chapter 28, signs, by amending Section 28.13, allowed in all zoning districts with permit, of the Hickory Hills Municipal Code. This allows the digital sign mentioned in Ordinance #19-25. Alderman McHugh moved to approve Ordinance #19-26. Alderman Waight second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar presented Invoice #21860A from AC Pavement Striping Company in the amount of $3,935.77 for work done on the 2019 MFT Microsurfacing (pay estimate #2, final). Alderman McHugh moved to approve Invoice #21860A in the amount of $3,935.77 to AC Pavement Striping Company. Alderman Ferrero second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Invoice #1900047.2 from D. Construction for work done on the 2019 MFT Resurfacing (pay estimate #2, final) in the amount of $25,032.92. Alderman Purtill moved to approve Invoice #1900047.2 to D. Construction in the amount of $25,032.92. Alderman Kman second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Resolution #19-11, a resolution appropriating the sum of $600,000.00 of Motor Fuel Tax Funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from January 1, 2020 to December 31, 2020. Alderman McHugh moved to approve Resolution #19-11. Alderman Stachnik second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Resolution #19-12, a resolution authorizing the submittal of an Intergovernmental
Agreement to execute the 2019 Invest in Cook County Year Agreement. This is for construction of improvements at the intersection of 95th Street and 76th Avenue for a right turning lane. Alderman Ferrero moved to approve Resolution #19-12. Alderman Waight second. Roll call: Aldermen Ferrero, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of November, 2019 in the amount of $843,759.57. Alderman McHugh second.

Kman/Finance

Alderman Kman reported open enrollment for the City’s dental insurance will be December 1st through December 13th. No changes to this plan.

McHugh/Bldg./Facilities

Alderman McHugh thanked all involved in the Thanksgiving Community Center Dinner. They included Les Brothers Restaurant for the food and all the volunteers.

Purtill/Laws & Ordinances

Alderman Purtill reported he is in receipt of two business certificate applications; 1) The Erudition Center located at 8701 W. 95th Street. This is a yoga studio and retail shop. 2)Sammie’s Café located at 8110 W. 95th Street. They are moving back into Hickory Hills. No objections were noted.

Fonte/Health & Environmental Control

Alderman Fonte was absent. No report submitted.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported the next event for the City would be the Tree Lighting Ceremony on Tuesday, November 26th at 6:30 p.m. This event is held at City Hall.

Alderman Ferrero noted the Children’s Christmas Party will be held on Saturday, December 14th from 12:45 p.m. until 2:45 p.m. at Krueger Park.

Alderman Ferrero invited all to participate in the “Lights of Hickory Hills Contest” which will be held on Tuesday, December 17th at 6:30 p.m. No need to register just leave your lights on!

Waight/Chamber Business Development
