CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, June 10, 2021 at 7:35 p.m. in the City Hall Council Chambers.

Alderman Kman moved to open the meeting to the public. Alderman Stachnik second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Alderman Stachnik moved to close the meeting to the public. Alderman Purtill second.

JOURNAL OF PROCEEDINGS
Alderman Kman moved to approve the minutes of the regularly scheduled meeting of May 27, 2021 as printed subject to deletions or corrections. Alderman McHugh second. Roll call: Aldermen Fonte, McHugh, Kman, Purtill,

Alderman Stachnik moved to approve the minutes of the specially called budget meeting of May 27, 2021. Alderman Kman second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
REPORTS OF CITY OFFICIALS
MAYOR

CITY CLERK
Clerk Catizone is in receipt of a block party request for 8939 Maple Lane on August 14th. No objections were noted.
CITY TREASURER
Treasurer Vodicka noted on the Treasurer’s Report dated March 31, 2021 had a typo and the correct number under “Savings Account – First Midwest should read $522,863.00. Alderman Kman moved to approve this change in the March 31, 2021 Treasurer’s Report. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Treasurer Vodicka presented the Treasurer’s Report dated April 30, 2021 for approval. Alderman Kman moved to approve the Treasurer’s Report dated April 30, 2021. Alderman McHugh second.
Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Treasurer Vodicka clarified with the Council, at the Budget Meeting of May 27, 2021 the employee increase was 2.5% or $1,200.00. Council agreed.
CITY ATTORNEY
Ord. 21-2 – Attorney Cainkar presented Ordinance #21-2, an ordinance amending Chapter 4, Police Department, Section 4.021, Deputy Chief of Police, of the Hickory Hills Municipal Code. Attorney Cainkar noted this follows the state statues because we are not home ruled. Alderman McHugh moved to approve Ordinance #21-2. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Ord. #21-3 – Attorney Cainkar presented Ordinance #21-3, an ordinance amending Section 6.10, Water Rates, of Chapter 6, Water Service, of the Hickory Hills Municipal Code by changing Water Rates. Alderman McHugh moved to approve Ordinance #21-3. Alderman Waight second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Ord. #21-4 – Attorney Cainkar presented Ordinance #21-4, an ordinance amending Chapter 23, Subdivisions, Section 23.07, Easements, and Section 23.08, Drainage and Floodplain Provisions, of the Hickory Hills Municipal Code. Attorney Cainkar noted this ordinance clarifies the building of structures near easements. Alderman McHugh moved to approve Ordinance #21-4. Alderman Waight second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Public Hearing – At this time, Mayor Howley opened the Public Hearing to (Open) discuss the Budget and Appropriation for fiscal year beginning May 1, 2021 and ending April 30, 2022.

Public Hearing (Closed) – Mayor Howley closed the Public Hearing.
Ord. 21-5 – Attorney Cainkar presented Ordinance #21-5, an ordinance providing for a budget and appropriation for corporate and other purposes for the fiscal year beginning May 1, 2021 and ending April 30, 2022, for the City of Hickory Hills, Cook County, Illinois. Alderman Kman moved to approve Ordinance #21-5. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
CITY ENGINEER
Mr. Spolar presented Invoice #37664 from Lindahl Brothers, Inc. for work done on the 2021 MFT & RBI Resurfacing Program in the amount of $364,437.19 (pay estimate #1, partial). Alderman Waight moved to approve payment to Lindahl Brothers, Inc. in the amount of $364,437.19. Alderman Stachnik second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
COMMUNICATIONS
BILLS PAYABLE
Alderman Kman moved to approve the bills payable for the first half of June 2021 in the amount of $371,438.30. Alderman Stachnik second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
STANDING COMMITTEES
Kman/Finance
Alderman Kman distributed a video gaming revenue report covering 2019, 2020 and through April, 2021. Totals for four months were as follows; $97,215.17 in 2019, $65,863.87 and $125,342.21 for 2021. He noted the revenues for 2021 could be approximately $376,000.
Stachnik/Public Safety
Chief Hobart is seeking approval to hire a replacement for the retiring Diane Foxx. He had 45 resumes turned into his office. A committee chose 6 to interview and are now ready to offer this position to the top candidate. No objections were noted.
Chief Hobart reported he will be replacing a police vehicle; this is a budgeted item.
Zimmerman/Public Works
No report submitted.
McHugh/Bldg./Facilities
Alderman McHugh reported 4 apartments at Parkview are open and being remodeled. Also, the Community Center will open June 14th.
Purtill/Laws & Ordinances
Alderman Purtill reported Ann’s Travel located at 9525 S. 79th Avenue would like to temporarily suspend her travel agency business and replace it with a tax preparation business. No objections were noted.
Fonte/Health & Environmental Control
Alderman Fonte reported for the month of May, The At Your Door Collection has collected 5,120 pounds of e-recycling with 42 stops.
Alderman Fonte noted the City has received the annual rebate of $7,500.00 from Waste Management.
Ferrero/Community Affairs/Youth Advisory
Alderman Ferrero was absent. No report submitted.
Waight/Chamber Business Development
Alderman Waight reported he attended the last Hills Chamber Meeting and they are organizing a Farmer’s Market in the near future.
UNFINISHED BUSINESS

NEW BUSINESS
Alderman McHugh is in receipt of a request from the RoadHouse. They would like to have an outdoor band on Saturday, June 26th in their parking lot. No objections were noted.
Alderman Purtill would like to recognize a Hickory Hills resident who has just become an Eagle Scout. This will be done at a later meeting.
