November 11, 2021 City Council Meeting Minutes
CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, November 11, 2021 at 7:30 p.m. in the City Hall Council Chambers.

Aldermen Ferrero and Zimmerman were absent. There being a quorum present the meeting was called to order.
OPEN TO THE PUBLIC
Alderman Waight moved to open the meeting to the public. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
Mrs. Joann Cook
9347 S. 80th Court
Mrs. Cook voiced her concerns with the dumpster placement of a business on Roberts Road. She noted it is not enclosed and the smell is very bad. She also mentioned rats on her property. There is an oil container by the dumpster which also has a bad odor. The fence was removed between the alley and the business which she feels is very dangerous. Mayor Howley noted this would be investigated further.

JOURNAL OF PROCEEDINGS
Alderman Waight moved to approve the minutes of the regularly scheduled meeting of October 28, 2021 as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Kman, McHugh, Purtill, Stachnik, Waight aye. Alderman Fonte pass. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley is in receipt of a liquor license request from the St. Patricia Holy Name Society to hold their Super Bowl Party on Sunday, February 13th from 3:00 p.m. until 11:00 p.m. with fees waived. Alderman McHugh moved to approve a temporary liquor license for the St. Patricia Holy Name Society Super Bowl Party on February 13, 2022. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
Mayor Howley noted a ZBA Public Hearing was held last night regarding I-1 amendments. This item was withdrawn and the continued Public Hearing will be cancelled.
CITY CLERK
Clerk Catizone announced the Hickory Hills Blood Drive will be held on Sunday, November 14th from 8:00 a.m. until 1:00 p.m. at the Community Center.
CITY TREASURER
Treasurer Vodicka presented the Treasurer’s Report dated September 30, 2021 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated September 30, 2021. Alderman Kman second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
Treasurer Vodicka presented the Treasurer’s Report dated October 31, 2021 for approval. Alderman Kman moved to approve the Treasurer’s Report dated October 31, 2021. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
Treasurer Vodicka commended Financial Administrator Mary McDonald for assisting in the Clerk’s Office during a staff shortage.
CITY ATTORNEY
Attorney Cainkar presented Ordinance #21-13, an ordinance
Amending Chapter 34, Alcoholic Beverages, of the Hickory Hills Municipal Code. This clarifies our ordinance to reflect the number of liquor licenses including the Class E change to Class C for the Pit Rib House request. Alderman Waight moved to approve Ordinance #21-13. Alderman McHugh second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
CITY ENGINEER
City Engineer Spolar presented Invoice #9482, from SKC Construction for work done on the 2021 MFT Crack Sealing Program (pay estimate #1-final) in the amount of $25,935.03 for approval. Alderman McHugh moved to approve Invoice #9482 to SKC Construction in the amount of $25,935.03. Alderman Waight second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
RES. #21-05 – Mr. Spolar presented Resolution #21-05, a resolution appropriated the sum of $740,000.00 of Motor Fuel Tax Funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from January 1, 2022 to December 31, 2022. Alderman Waight moved to approve Resolution #21-05. Alderman Purtill second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
RES. #21-06 – Mr. Spolar presented Resolution #21-06, a resolution for improvements under the Illinois Highway Code for Kean Avenue (from 87th Street to City’s Northern boundary) in the amount of $154,000.00 of Motor Fuel Tax Funds. Alderman Fonte moved to approve Res. #21-06. Alderman Kman second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.
RES. #21-07 – Mr. Spolar presented Resolution #21-07, a resolution authorizing the submittal of the Community Development Block Grant Program Agreement with Cook County for Project #2106-004, in the amount of $175,000.00. Alderman McHugh moved to approve Res. #21-07 in the amount of $175,000.00 for the CDBG Agreement. Alderman Stachnik second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Alderman Kman moved to approve the bills payable for the first half of November 2021 in the amount of $944,916.03. Alderman Waight second. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Alderman Fonte reported the At Your Door Special Collection for October collected 2,921 pounds of e-recycling with 38 stops.

Waight/Chamber Business Development
Alderman Waight reported the Hills Chamber will hold a Holiday Dinner on December 1st at the Community Center.
Alderman Waight noted the Hills Chamber is sponsoring “pictures with Santa’ on December 11th from 10:00 0 12:00 in Palos Hills.
