CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, January 13, 2022 at 7:31 p.m. by a telephone conference call.

JOURNAL OF PROCEEDINGS

Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of December 9, 2021 as printed subject to deletions or corrections. Alderman Purtill second. Correction: Last page, last paragraph, Alderman Ferrero made the motion to adjourn. Roll call: Aldermen Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. Aldermen Ferrero and Zimmerman pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley wished everyone a very Happy New Year!

Mayor Howley noted he is requesting a motion to appoint Mr. Mark Sterk to act as the attorney for the Zoning Board of Appeals for purposes of the appeal filled by Par Towing.
Alderman Zimmerman moved to appoint Mr. Mark Sterk as attorney for the Zoning Board of Appeals for purposes of the Par Towing appeal. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated November 30, 2021 for approval. Alderman Kman moved to approve the Treasurer’s Report dated November 30, 2021. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Ord. 22-01 – Attorney Cainkar presented Ordinance #22-01, an ordinance approving a Real Estate Sale Contract for the property located at 7700 W. 95th Street, Hickory Hills and 7700 W. 95th Street, LLC. Attorney Cainkar noted funds for this purchase would be from the TIF Fund. Alderman McHugh moved to approve Ordinance #22-01. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 22-02 – Attorney Cainkar presented Ordinance #22-02, an ordinance approving a second amendment for a temporary lease agreement between the City of Hickory Hills and NCWPCS MPL 28 – Year Sites Tower Holdings, LLC (DISH). This is for an additional antenna at 8800 W. 87th Street, Hickory Hills. Alderman Purtill moved to approve Ordinance #22-02. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Settlement Opt In – Attorney Cainkar is seeking a motion to authorize the City of Hickory Hills to opt in and participate in the settlements of Nationwide Opioid Litigation against the three largest pharmaceutical distributors, McKesson, Cardinal Health and Amerisourcebergen and against one manufacturer, Janssen Pharmaceuticals, Inc. and its parent company, Johnson and Johnson. This will authorize Attorney Gary Perlman to execute all participation and settlement documents on behalf of the City of Hickory Hills. Alderman McHugh moved to authorize City Attorney to execute all participation and settlement documents on behalf of the City of Hickory Hills. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of January, 2022 in the amount of $233,416.49. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Alderman Kman reported the bills payable for the second half of December, 2021 was $763,425.85.

McHugh/Bldg./Facilities

Alderman McHugh reported that the senior meetings for the month of January have been cancelled at the Community Center due to a rise in COVID numbers.

Purtill/Laws & Ordinances

Alderman Purtill reported he is in receipt of seven business license applications. 1) M & M Event Planners located at 7707 W. 96th Place, Unit 1. This is a warehouse for an event planner. No objections were noted. 2) Chimoon, LLC located at 7707 W. 96th Place, Unit 2. This is a warehouse for online sales. No objections were noted. 3) Lab Elite located at 7831 W. 95th Street. This is a lab for COVID testing and other testing services. No objections were noted. 4) 018 Inc., located at 7667 W. 95th Street, Unit 308. This is a logistics office. No objections were noted. 5) Aman Labs located at 8847 W. 87th Street. This is a facility where tests are brought into, no walk ins. No objections were noted. 6) Ramallah Supermarket located at 8031 W. 87th Street. This is a grocery store with cigarettes. No objections were noted. 7) Crispy Bitez located at 8033 W. 87th Street would like permission to expand its business to the next unit (8033). After some discussion, this was tabled until the health inspector and fire department can inspect this property. He must submit plans to the Building Commissioner.

After some discussion, the City Attorney will provide guidance with regards to the Covid testing labs.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported that the Community Affairs Committee is working on the Arbor Day Coloring Contest sheets for distribution.

Alderman Ferrero mentioned the City will need to think about the Street Fair for this year and where electricity will come from.
