CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, January 27, 2022 at 7:32 p.m. by a telephone conference call.

PLEDGE OF ALLEGIANCE

Mayor Howley lead the pledge of allegiance.

Building Commissioner John Moirano was absent. There being a quorum present the meeting was called to order.

The City Clerk had not received any comments from the public.

JOURNAL OF PROCEEDINGS

Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of January 13, 2022 as printed subject to deletions or corrections. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley extended his sympathies to Building Commissioner John Moirano, on the passing of his wife, Sue. Mayor Howley is in receipt of a letter requesting the City’s financial support of $8,616.50 to offset the cost to operate the PATSE Bus Service. He noted the bus provided 2,144 rides, 907 of those were residents of Hickory Hills. Alderman Waight moved to approve this financial support of $8,616.50
to the PATSE Bus Service. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Ord. 22-03 – Attorney Cainkar presented Ordinance #22-03, an ordinance amending Chapter 34, Alcoholic Beverages, Section 34.22, Video Gaming, of the Code of Ordinances of the City of Hickory Hills. Attorney Cainkar noted this ordinance brings the City consistent with State Laws. It increases each terminal from $25.00 to $250.00. This payment would be split between the establishment and the terminal operator. Alderman McHugh moved to approve Ordinance #22-03. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 22-04 – Attorney Cainkar presented Ordinance #22-04, an ordinance Amending Section 7.01, Sanitary Sewer Connections, of Chapter 7, Sanitary Sewer Service, of the Hickory Hills Municipal Code. Attorney Cainkar noted this ordinance will add permit fee to any sanitary sewer work as stated in the ordinance. Alderman McHugh moved to approve Ordinance #22-04 with the addition of a $75.00 fee.

Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the second half of January, 2022 in the amount of $655,368.23. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Kman/Finance

Alderman Kman distributed a memo by email to the Council. This memo outlined the video gaming revenues for the last three years. For the year 2021 the City collected $429,457.98 in revenues.

McHugh/Bldg./Facilities

Purtill/Laws & Ordinances

Alderman Purtill reported he is in receipt of two business license applications. 1) Avacot Inc., located at 8859 S. Roberts Road. This is a free COVID Testing facility. 2) Hope Diagnostics and Wellness Center, LLC located at 9243 S. Roberts Road. This is a clinical laboratory service. After some discussion, the Attorney will review these applications and send each a letter. The Council voiced their concerns on
how many COVID Labs should be allowed in the City.

Fonte/Health & Environmental Control

Alderman Fonte distributed by email a memo with the “At Your Door” Recycling Summary for the last four years. This continues to be an excellent service to our residents.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported she has received some calls from residents regarding the house being remodeled on their block. There is trash on the front lawn. Mayor Howley noted this would be turned over to the Ordinance Officer.

Waight/Chamber Business Development

Alderman Waight wished to extend his condolences to the Moirano Family.
