February 24, 2022 City Council Meeting Minutes
CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, February 24, 2022 at 7:31 p.m. by a telephone conference call.

There being a quorum present the meeting was called to order.

The City Clerk had not received any comments from the public.
No one spoke during this portion of the meeting.
Also on phone conference call were Mr. Tom Reedy and Mr. Jeremy Newton from Stifel, Nicolaus & Company, Inc. The reporter, Mike Fleming, was also on the phone conference call.
JOURNAL OF PROCEEDINGS
Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of February 10, 2022 as printed subject to deletions or corrections. Alderman Purtill second. Correction: Page 2, Alderman Stachnik noted he was concerned on the “risks” of the bonds. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley stated he attended the Hickory Hills Senior Meeting on Wednesday, February 22nd at the Community Center. The meeting was well attended.
CITY CLERK
Clerk Catizone announced the Stagg High School Music Boosters will hold their annual Spring Arts and Crafts Show on March 19th and March 20th.
Clerk Catizone reported the next Hickory Hills Blood Drive will be held on Sunday, April 3rd at the Community Center.
CITY TREASURER
Treasurer Vodicka presented the Treasurer’s Report dated December, 2021 for approval. Alderman Kman moved to approve the Treasurer’s Report dated December, 2021. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
CITY ATTORNEY
ORD – 22-05 – Attorney Cainkar presented Ordinance #22-05, an ordinance authorizing the issuance of not to exceed $16,000,000.00 taxable general obligation bonds (alternate revenue source), Series 2022 of the City of Hickory Hills, Cook County, Illinois for the purpose of funding all or a portion of the unfunded Police Pension Fund liability of the City.
Attorney Cainkar noted this starts the 45 to 60-day process for these bonds. Alderman Purtill moved to approve Ordinance #22-05. Alderman Ferrero second. Treasurer Vodicka reminded the Council that representatives from Stifel were on the phone if anyone has questions. No questions were noted. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. Alderman Stachnik nay. So approved.
CITY ENGINEER
Mr. Spolar presented Invoice #21217GE 02 in the amount of $12,892.72 to Gallagher Construction Company for work done on the 2020CDBG Resurfacing Program, 2006-066, pay estimate #2 (final). Alderman Waight moved to approve this payment to Gallagher Construction Company in the amount of $12,892.72. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Mr. Spolar presented Resolution #22-01, a resolution authorizing the 2022 CDBG Capital Improvement/Demolition and Economic Development Project Application. This is for roadway improvements in the amount of $325,000.00. Alderman Stachnik moved to approve Resolution #21-01. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Alderman Kman moved to approve the bills payable for the second half of February, 2022 in the amount of $244,761.61. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
