CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, March 24, 2022, at 7:35 p.m.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of March 10, 2022 as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley reminded the Council to complete the statements of economic interest that are due to the county by May 1, 2022.

CITY CLERK

Clerk Catizone announced the deadline for the spring newsletter is April 1st.

Clerk Catizone reported the next Hickory Hills Blood Drive will be held on April 3rd.

CITY TREASURER

Treasurer Vodicka presented Resolution #22-02, a resolution authorizing a non-precedential revision to the holiday pay benefit provided for in the Hickory Hills Police Supervisory Manual and the City of Hickory Hills Employee Benefits Handbook. This agrees to allow the receipt of the holiday pay benefit for any employee who did not receive the appropriate benefit for a particular holiday from May 1, 2021, through April 30, 2022 due to an absence from work as a consequence of a positive COVID-19 test result. Alderman McHugh moved to approve Res. #22-02. Alderman Stachnik second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Treasurer Vodicka presented three agreements that would cover the Public Works employees, Police Radio Room employees and the Police Department employees. These would allow holiday pay benefit to the members as in the above Resolution #22-02. Alderman McHugh moved to approve these three (3) agreements. Alderman Purtill second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

CITY ENGINEER

Mr. Spolar presented the bids submitted at the letting of March 15, 2022, for the 87th Street Main Improvements. The list of bidders with their respective bids are as follows:

H. Linden & Sons Sewer and Water, Inc. $421,040.00
Swallow Construction $506,027.25
Holiday Sewer & Water Const., Inc. $649,000.00

The Engineer’s estimate of cost for this project was $335,000.00. Therefore, they are recommending the project be awarded to H. Linden & Sons Sewer and Water Inc. in the amount of four hundred twenty-one thousand forty dollars and no cents ($421,040.00). Alderman Zimmerman moved to award the contract in the amount of $421,040.00 to H. Linden & Sons Sewer and Water, Inc. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mr. Spolar presented the bids submitted at the letting of March 15, 2022, for the 2022 Street Resurfacing Program MFT Section #22-00000-01-GM. The list of bidders with their bids are as follows:

Lindahl Brothers Inc. $635,788.80
Gallagher Asphalt Corp. $711,816.85
M&J Asphalt Paving Co., Inc. $714,677.10
K-Five Construction Corp. $751,694.45

The Engineer’s estimate of cost for this project was $638,186.15. Therefore, they are recommending the project be awarded to Lindahl Brothers Inc. in the amount of six hundred thirty-five thousand seven hundred eighty-eight dollars and eighty cents ($635,788.80). Alderman Waight moved to award the contract to Lindahl Brothers Inc. in the amount of $635,788.80. Alderman Purtill second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mr. Spolar presented the bids submitted at the letting of March 15, 2022, for Kean Avenue Resurfacing (Rebuild Illinois Funds). The list of bidders with their bids are as follows:

M&J Asphalt Paving Co., Inc. $168,926.51
K-Five Construction Corp. $181,048.82
Gallagher Asphalt Corp. $181,688.55

The Engineer’s estimate of cost for this project was $143, 596.90. Therefore, they are recommending awarding the contract to Lindahl Brothers Inc. in the amount of one hundred sixty-two thousand two hundred forty-three dollars and twelve cents ($162,243.12). Alderman Zimmerman moved to award this contract to Lindahl Brothers Inc. in the amount of $162,243.12. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Waight moved to approve the bills payable for the second half of March 2022 in the amount of $224,237.24. Alderman Fonte second. Roll call: Aldermen Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Kman/Finance

Alderman Kman was absent. No report submitted.

Stachnik/Public Safety

Alderman Stachnik thanked the Police Department and Public Works with the traffic assistance during the recent gas give away.

Chief Hobart announced April is Distracted Driver Awareness Month. Please do not text and drive!

Zimmerman/Public Works

Ms. Lehr reported Public Works is holding a meeting on April 19th. This meeting is open to the public regarding the city’s comprehensive plan. More details at the next meeting.

Purtill/Laws & Ordinances

Alderman Purtill presented one business license application for Marayah Medical Center located at 9325 S. Roberts Road. No objections were noted.
