CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, June 9, 2022, at 7:31 p.m.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Alderman McHugh was absent. There being a quorum present the meeting was called to order.

OPEN TO THE PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mr. J. Jendral
8513 Forest Drive

Mr. Jendral is present this evening to ask the Council if they would review the City’s ordinance on truck parking and allow him to park his tow truck in his driveway.

He feels this is an emergency vehicle and would like it available quickly if needed. Mayor Howley thanked him for his comments.

Mr. Martinez
9126 Barberry Lane

Mr. Martinez requested a no parking sign can be placed on the empty lot at 87th Street and 88th Avenue. Chief Hobart will review this request.

Alderman Waight moved to close the meeting to the public. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of May 26, 2022, as printed subject to deletions or corrections. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight aye. Alderman Zimmerman pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley commented that the Farmer’s Market has had a great start.

CITY CLERK

Clerk Catizone is in receipt of a request for a Block Party at 9020 Maple Lane on Saturday, August 13th. No objections were noted.

CITY TREASURER

CITY ATTORNEY

Ord. 22-09 – Attorney Attard presented Ordinance #22-09, an ordinance establishing provisions for trees and urban forestry by enacting a tree care ordinance of the City of Hickory Hills, Cook County, Illinois. Alderman Ferrero moved to approve Ordinance #22-09. Alderman Fonte second. Ms. Lehr stated the tree preservation ordinance was written to cover all right-of-way trees whether it be for planting, removal, or preservation. This ordinance also includes protection and preservation of private property trees when a permit is needed for demolition or principal structure construction. The passing of this ordnance is required for grant reimbursement. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Ord. 22-10 – Attorney Attard presented Ordinance #22-10, an ordinance approving a special use to permit the construction of a public school parking lot on the property located at 9040 S. 87th Avenue. This Finding of Fact was presented at the last Council Meeting. Alderman Waight moved to approve Ordinance #22-10. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Public Hearing Mayor Howley opened the Public Hearing for the purpose of discussing the 2022/2023 Appropriation Ordinance. No one from the public commented. The Public Hearing was then closed.

Ord. 22-11 – Attorney Attard presented Ordinance #22-11, an ordinance providing for a budget and appropriation for corporate and other purposes for the fiscal year beginning May 1, 2022 and ending April 30, 2023, for the City of Hickory Hills, Cook County, Illinois. Alderman Zimmerman moved to approve Ordinance #22-11. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ENGINEER

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of June 2022 in the amount of $782,325.60. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Zimmerman/Public Works

Public Works Director Lehr reported the Hickory Hills Existing Conditions Report is now available at https:engage.cmap.gov/hickory-hills comprehensive-plan. The document includes a comprehensive summary and snapshot of the community’s conditions and characteristics related to its community facilities, demographics, land use and zoning, market potential, the transportation network, parks, open spaces, and other infrastructure systems.

Ms. Lehr stated Public Works proposes to hire a new employee that has a background as a building engineer with plumbing, electric, lift station and generator experience. This is a budgeted position for a utility operator/laborer. No objections were noted.

McHugh/Bldg./Facilities

Alderman McHugh was absent. No report submitted.

Purtill/Laws & Ordinances

Alderman Purtill presented one business license application for The Food Dude, LLC located at the Shell Gas Station, 8801 W. 87th Street. This will be inside the Shell. No objections were noted.

Fonte/Health & Environmental Control

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero gave an update on the Farmers Market. She noted Street Fair vendors are coming in slowly.
