CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Clerk D’Lorah Catizone on Thursday, May 26, 2022, at 7:31 p.m.

Clerk Catizone stated Mayor Howley will be absent this evening and a Mayor Pro-Tem is needed. Alderman McHugh moved to appoint Alderman Joseph Stachnik as Mayor Pro-Tem. Alderman Waight second. Roll call: Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

PLEDGE OF ALLEGIANCE

Mayor Pro-Tem Stachnik lead the Pledge of Allegiance.

MOMENT OF SILENCE

Mayor Pro-Tem Stachnik lead a moment of silence for the victims of the recent shootings in Texas.

Alderman Waight moved to open the meeting to the public. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

No one spoke during this portion of the meeting.

Alderman McHugh moved to close the meeting to the public. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of May 12, 2022, as printed subject to deletions or corrections. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Finding of Fact – Mayor Pro-Tem Stachnik presented the Finding of Fact for 9040 S. 87th Avenue, Hickory Hills, IL. The petitioner is School District #117 for a Special Use Variance of this property. They would like to convert the property into additional parking for faculty and staff at Glen Oaks School. A public hearing was held on May 16, 2022. The Zoning Board of Appeals approved this request with a vote of 7 ayes and 0 nays. The petitioner is to comply with all recommendations of the reviewers. Trees will be required in parkway, the driveway on 87th Avenue will be eliminated and shrubbery will be added to shield residential property from auto lighting. Alderman McHugh moved to approve this Finding of Fact for 9040 S. 87th Avenue. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Mayor Pro-Tem Stachnik stated as in the past, we will cancel the Committee Meetings for June through September. Alderman Waight moved to cancel Committee Meetings for the months of June, July, August, and September.

CITY CLERK

Clerk Catizone is in receipt of a request from Elite Laser located at 8065 W. 95th Street.

They are requesting to place a tent in the parking lot for their 15-year Anniversary celebration. No objections were noted.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated March 31, 2022. Alderman Kman moved to approve the Treasurer’s Report dated March 31, 2022. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

CITY ATTORNEY

Attorney Cainkar stated Ordinance 22-09 will not be presented this evening due to further review.

CITY ENGINEER

Mr. Spolar presented Invoice #407726, estimate #1 from Lindahl Brothers, Inc. in the amount of $346,573.57. This is for work done on the 2022 MFT resurfacing program. Alderman Waight moved to approve Invoice #407726 in the amount of $346,573.57 to Lindahl Brothers, Inc. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Alderman Kman moved to approve the bills payable for the second half of May 2022 in the amount of $236,594.94. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Public Works Director Lehr reported Public Works has sent out a request for proposal for demolition work at 7700 W. 95th Street. The scope of the work includes removing the building structure, properly disposing of material, filling and grading the area. The lowest acceptable proposal was received from Alpine Demolition Services for $53,000.00. Public Works is seeking approval to award Alpine Demolition the work. Alderman Waight moved to award this proposal to Alpine Demolition Services. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Alderman Purtill presented one business license application for Peruvian Chicken located at 8625 W. 95th Street. No objections were noted. This is the location of the closing Jade Palace.

Alderman Ferrero gave an update on the Street Fair.
