October 27, 2022 City Council Meeting Minutes
CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, October 27, 2022, at 7:30 p.m. in the City Hall Council Chambers.
PLEDGE OF ALLEGIANCE
Mayor Howley led the Pledge of Allegiance.

Alderman Kman was absent. There being a quorum present, the meeting was called to order.
POLICE PROMOTION
At this time, Chief Bray introduced Sgt. Adam Gulczynski and Officer Brian Nelligan. Sgt. Gulczynski was promoted to Lieutenant and Officer Nelligan was promoted to Sergeant. Father Mol gave a prayer to the officers. A small reception followed.
OPEN TO THE PUBLIC
Alderman Ferrero moved to open the meeting to the public. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
No one spoke during this portion of the meeting.
CLOSE TO THE PUBLIC
Alderman Zimmerman moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
JOURNAL OF PROCEEDINGS
Alderman Zimmerman moved to approve the minutes of the regularly scheduled meeting of October 13, 2022, as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. Alderman Fonte pass. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley introduced Mr. Joseph Guest, a Zoning Board member for over twenty (20) years. Mayor Howley is seeking approval of Mr. Guest as the new chairman of the Zoning Board. The current chairman is stepping down due to health reasons. Alderman Waight moved to approve the appointment of Mr. Joseph Guest as the Zoning Board Chairman. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
CITY CLERK
Clerk Catizone reported the next Blood Drive will be held at the Community Center on Sunday, November 6th.
CITY TREASURER
Treasurer Vodicka presented the Treasurer’s Report dated August 31, 2022, for approval. Alderman Stachnik moved to approve the Treasurer’s Report dated August 31, 2022. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
CITY ATTORNEY
Attorney Attard presented Ordinance #22-15, an ordinance levying taxes for general corporate and special purposes for tax year 2022 for the City of Hickory Hills, Alderman Ferrero moved to approve Ordinance #22-15 in the amount of $1,889,265.00 for the year 2022 tax levy. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman. So approved.
CITY ENGINEER
Mr. Spolar was absent. No report submitted.
COMMUNICATIONS
BILLS PAYABLE
Alderman Stachnik moved to approve the bills payable for the second half of October 2022 in the amount of $325,803.06. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Alderman Kman was absent. No report submitted.
Stachnik/Public Safety
Chief Bray reported due to the recent retirement of Deputy Chief Benaitis, he is seeking approval to fill the vacancy that his retirement has created. His choice for Deputy Chief would be Lt. Adam Gulczynski. Alderman Stachnik moved to approve the promotion of Lt. Adam Gulczynski to Deputy Chief. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

McHugh/Bldg./Facilities
Alderman McHugh reported the “Thanksgiving Community Dinner” will be held at the Community Center on November 3rd.
Alderman McHugh also noted the Community Center will have the stair railing replaced.

Alderman Purtill presented one business license application for Village Coin located at 9241 S. Roberts Road. No objections were noted.
