CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, December 14, 2023, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Police Department Swearing in Ceremony

Parker Woods was given the oath of Probationary Patrol Officer by Commissioner Cavalieri. Father Mol gave a blessing for the new hire. A small reception followed.

OPEN TO THE PUBLIC

Alderman Purtill moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Mr. Laudizio, owner of the building at 7834 W. 95th St. supported Bali Spa & Wellness Retreat’s request for a business license.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of November 9, 2023, as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Zimmerman aye. Alderman Waight pass. So approved.

MAYOR

CITY CLERK

Clerk Stachnik is in receipt of a sign request from the Hills Baseball/Softball Association. The association requested permission to place registration signs around the City from December 23, 2023 through February 27, 2024. No objections were noted. The 2023 Lights of Hickory Hills 1st and 2nd place winners list was distributed to the City Council.

CITY TREASURER

Treasurer Vodicka presented the Treasurer’s Report dated October 31, 2023, for approval. Alderman McHugh moved to approve the Treasurer’s Report dated October 31, 2023. Alderman Purtill second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

Mr. Cainkar presented Ordinance #23-12 and Exhibit A, an ordinance adopting The Illinois Paid Leave For All Workers Act. Alderman McHugh moved to approve Ordinance #23-12 and Exhibit A, approving the adoption of The Illinois Paid Leave For All Workers Act. Alderman Ferrero second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar presented the 2024 MFT/RBI Agreement and Resolution for Improvement under the Illinois Highway Code, Supplemental. The Engineering Agreement for the 2024 Road Program and supplemental Resolution allow the use of $117,600 in MFT funds for Design and Construction Engineering. The Design and Construction Engineering includes pavement resurfacing, curb and gutter replacement, pavement patching, sidewalk replacement, drainage structure adjustments, and other related work. Alderman Zimmerman moved to approve the 2024 MFT/RBI Agreement and Resolution for Improvement under the Illinois Highway Code, Supplemental. Alderman Ferrero Second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Invoice #3139, Payment Request #2 – Partial from Everlast Blacktop, Inc. in the amount of $434,190.60. The invoice is for work pertaining to the Police Station’s Permeable Paver Parking Lot Project. Alderman Waight moved to approve Invoice #3139 in the amount of $434,190.60 to Everlast Blacktop, Inc. Alderman Ferrero Second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Invoice #2300067.02, Payment Request 02 – Final from D Construction, Inc. in the amount of $27,864.61. The invoice is for work pertaining to the CDBG Street Improvements Program. Alderman Waight moved to approve Invoice #2300067.02 in the amount of $27,864.61 to D Construction, Inc. Alderman Ferrero Second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved

BILLS PAYABLE

Alderman McHugh moved to approve the bills payable for the first half of December 2023 in the amount of $530,569.10. Alderman Ferrero second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Alderman Zimmerman moved to approve the ordinary and customary bills payable for the second half of December 2023. Alderman Waight second. Roll call: Aldermen Ferrero, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So, approved.

Clerk Stachnik noted the ordinary and customary bills payable for the second half of November 2023 had a total of $452,798.76.

Alderman McHugh reported that over 300 residents attended the Thanksgiving Community Dinner.

Alderman Purtill presented business license applications for Bali Spa & Wellness Retreat (facial, waxing, eyelash extension, massage, essential oil therapy/nails) located at 7834 West 95th Street and Elite-Med Urgent Care (an urgent care clinic that may also have weight loss management) located at 9634 South Roberts Road. No objections were noted.

Alderman Ferrero noted that the December 9th Children’s Christmas Party was well attended.
