CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, November 14, 2013, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman McAvoy was absent. There being a quorum present, the meeting was called to order.

POLICE RECOGNITION


Chief Vodicka introduced Officer Dan McCauley and presented him with his 20 year service pin. Chief Vodicka read a brief history of Officer McCauley’s accomplishments.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Fonte, Ferrero, McAvoy, McHugh, Stachnik, Szeszycki, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman Szeszycki moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Fonte, Ferrero, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Ferrero moved to approve the minutes of the regularly scheduled meeting of October 24, 2013 as printed subject to deletions or corrections. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley is in receipt of a request from Les Brothers to obtain a liquor license. All background and applications have been reviewed. Alderman McHugh moved to approve a Class E Liquor License. Alderman Ferrero second. Roll Call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mayor Howley read a proclamation regarding the month of December as National Drunk and Drugged Driving Prevention Month.

Mayor Howley noted Koko’s Restaurant may be opening soon as another breakfast and lunch restaurant.

Mayor Howley thanked everyone for attending the Community Dinner.

CITY CLERK

Clerk Catizone reported the Veteran’s Day Ceremony on Saturday, November 9th, went very well and had a nice turn out. She thanked all who participated in this event.

Clerk Catizone thanked the Hickory Hills Shell at 87th Street and 88th Avenue for donating four $25.00 gas cards to the Community Dinner. We raffled theses off and raised $233.00 for our discretionary fund.

Clerk Catizone reminded the Council that the Clerk’s Office will decorate a tree at Brookfield Zoo on Saturday, November 23rd. Everyone is invited so please join us.

Clerk Catizone announced Stagg High School will be holding their annual craft show this weekend.

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated September 30, 2013 for approval. Alderman McHugh moved to approve the Treasurer’s Report for the period ending September 30, 3013. Alderman Ferrero second. Roll Call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

No report submitted.

CITY ENGINEER

Mr. Lang presented an invoice from AC Pavement Striping Company in the amount of $2,644.45. Alderman Waight moved to approve this invoice to AC Paving Striping Co. in the amount of $2,644.45 (2013 Micro-surfacing MFT 13-00000-02-GM pay estimate #2 final). Alderman McHugh second. Roll Call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Mr. Lang reported the sidewalk project on 91st Street was awarded to Davis Construction and will begin in May of 2014.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the first half of November 2013 in the amount of $502,063.53. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Alderman Ferrero moved to approve the customary and ordinary bills payable for the second half of November, 2013. Alderman Stachnik second. Roll Call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki reported everyone has received the information on the January 1, 2014, insurance renewal. He is asking for approval to offer the three options that were discussed this evening at the Committee meeting. Alderman Ferrero moved to accept the three options offered for the insurance renewal which consist of two PPO options and one HMO option. Alderman McHugh second. Roll Call: Aldermen Ferrero, Fonte, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

Stachnik/Public Safety

No report submitted.

Zimmerman/PublicWorks

Mr. Boettcher distributed an updated 2014 Street Program. This has the selected streets with consideration to pavement deterioration, traffic volume, and safety. He is recommending that this be approved to move this program forward. No objections were noted.

McHugh/Bldg./Facilities

Alderman McHugh reported Mr. Bill Spatz, Community Center Director is doing well from his surgery and may be back within two weeks.

Alderman McHugh noted the Thanksgiving Community Dinner had a record turnout. It was a very nice meeting. Mayor Howley thanked all the volunteers.

Waight/Laws & Ordinances

Alderman Waight is in receipt of three business certificate applications; 1) Mable’s Kitchen located at 8833 W. 87th Street. This is a catering business that will operate out of Craven’s. 2) Midwest Auto Credit Company located at 7734 W. 96th Place. This business is pending approval of the Fire Department. 3) Aaron’s located at 9600 S. Roberts Road. This is a rental business. No objections were noted on these three businesses.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported all plans are complete for the
Tree Lighting Ceremony at November 26th at 6:30 p.m. at City Hall.

Alderman Ferrero noted the Children’s Christmas Party will be held on Saturday, December 14th at 12:45 p.m. to 2:45 p.m. at Krueger Park. She also noted the Lights of Hickory will be held on December 17th at 6:30 p.m. She invited all residents to decorate for the holiday.

McAvoy/Chamber Business Development

Alderman McAvoy was absent. No report submitted.
