CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, January 26, 2017, at 7:30 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Mike Howley led the Pledge of Allegiance.

Upon roll call, the following were present:

Alderman Ferrero was absent. There being a quorum present, the meeting was called to order.

Mayor Howley and Alderman McAvoy acknowledged the presence of Alderman Mike Lebarre from Palos Hills.

GOOD SAMARITAN PROCLAMATION

After Mayor Howley welcomed Mr. Ghandi Dini, Alderman McAvoy proceeded to read and present him with a “Good Samaritan Proclamation of Recognition and Gratitude” for his heroic actions helping a car accident victim on October 5, 2016. Chief Vodicka also read and presented a “Letter of Commendation” from the Hickory Hills Police Department. Lastly, Ms. Phyllis Majka, President of the Hills Chamber of Commerce, presented Mr. Dini with a plaque and one year free membership in the Hills Chamber. Mr. Dini thanked everyone for their kindness. A short reception followed.

OPEN TO PUBLIC

Alderman Stachnik moved to open the meeting to the public. Alderman Fonte second. Roll call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO PUBLIC

Alderman McAvoy moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of January 12, 2017 as printed subject to deletions or corrections. Alderman Zimmerman second. Roll call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Zimmerman aye. Alderman Waight pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

PATSE Bus – Mayor Howley reported he is in receipt of a request for the City’s annual contribution to support the PATSE Bus Service. The amount is $13,469.60. The PATSE Bus provided 5,144 rides last year; 2,384 of those rides are residents of Hickory Hills. Alderman McAvoy moved to approve the $13,469.60 contribution to the PATSE Bus Service. Alderman McHugh second. Roll call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY CLERK

CITY TREASURER

Treasurer Schramm presented the Treasurer’s Report dated December 31, 2016 for approval. Alderman McHugh moved to approve the Treasurer’s Report dated December 31, 2016. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

No report submitted.

CITY ENGINEER

MFT Res. 17-01 – Mr. Spolar presented Resolution 17-01, a resolution for maintenance of streets and appropriating the sum of $500,000.00 of Motor Fuel Tax funds for the purpose of maintaining streets under the applicable provisions of the Illinois Highway Code from January 1, 2017 to December 31, 2017. Alderman McHugh moved to approve Resolution 17-01. Alderman Waight second. Roll call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Szeszycki moved to approve the bills payable for the second half of January 2017 in the amount of $212,574.72. Alderman Fonte second. Roll Call: Aldermen Fonte, McHugh, McAvoy, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Szeszycki/Finance

Alderman Szeszycki distributed the December 2016 Video Gaming Report. The City revenue came in at $229,000 for 2016 vs. $222,000 for 2015. At the end of 2016, the City had 15 video gaming locations and 63 machines vs. 14 locations and 58 machines for 2015. The top three revenue locations are Stella’s, Penny’s and Aunt Dee’s.

McHugh/Bldg./Facilities

Alderman McHugh stated Parkview Apartments had four (4) openings and these will be filled by March 1st.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero was absent.

McAvoy/Chamber Business Development

Alderman McAvoy recommended all patronize the Chill ‘N Grill Spot Restaurant to show our appreciation to Mr. Dini.
