CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, December 10, 2020 at 7:30 p.m. by telephone conference and Clerk Catizone in the City Hall Council Chambers

Alderman Waight moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Stachnik, Purtill, Waight, Zimmerman aye. So approved.
No one had any comments during this portion of the meeting.
CLOSE TO THE PUBLIC
Alderman Waight moved to close the meeting to the public. Alderman Zimmerman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
JOURNAL OF PROCEEDINGS
Alderman Waight moved to approve the minutes of the regularly scheduled meeting of November 12, 2020 as printed subject to deletions or corrections. Alderman Ferrero second. Roll call: Aldermen Ferrero, Kman, Purtill, Waight, Zimmerman aye. Alderman Fonte, McHugh, Stachnik pass. So approved.
REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley wished everyone a very Happy Holiday season along with get well wishes to Treasurer Vodicka.
CITY CLERK
Clerk Catizone is in receipt of a request from the Hickory Hills Baseball/Softball Association to place signs around the City to announce their upcoming registration dates. This registration will be online.
Clerk Catizone reported on Monday, December 14th the filing period of the April 6, 2021 election will begin. Doors will open at 8:30 am. The filing period ends December 21st at 5:00 p.m.
CITY TREASURER
Treasurer Vodicka thanked everyone for their well wishes and he is on the road to recovery.
Treasurer Vodicka reported revenues after 7 months into the fiscal year and we are down 10%. He noted in February the City will receive the property taxes and also business license renewals will come in March.
CITY ATTORNEY
Attorney Cainkar presented the Police Patrolmen’s Collective Bargaining Contract for approval. Alderman McHugh moved to approve the Police Patrolmen’s Contract dated May 1, 2020 to April 30, 2024. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
CITY ENGINEER
Mr. Spolar presented Resolution #20-06, a resolution appropriating the sum of three hundred forty-six thousand dollars ($346,000.00) of Motor Fuel Tax Funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from January 1, 2021 to December 31, 2021. Alderman Fonte moved to approve Resolution #20-06 for MFT Funds in the amount of $346,000.00. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Mr. Spolar presented Resolution #20-07, a resolution appropriating the sum of two hundred fourteen thousand dollars ($214,000.00) for the improvement of Local Public Motor Fuel Tax Funds for design engineering services for HMA pavement resurfacing of West 91st Street from 84th Avenue to South Roberts Road. Alderman Waight moved to approve Resolution #20-07 in the amount of $214,000.00. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Purtill, Stachnik, Waight, Zimmerman aye. Alderman McHugh nay. So approved.

BILLS PAYABLE
Alderman Kman moved to approve the bills payable for the first half of December 2020 in the amount of $687,987.18. Alderman Fonte second.
Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
Alderman Kman moved to approve the customary and ordinary bills payable for the second half of December 2020. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.
For the record, the amount of the bills payable for the second half of November 2020 was $280,250.85

Purtill/Laws & Ordinances
Alderman Purtill presented three businesses for approval. 1) USA Narine located at 7720 W. 99th Street. This is a warehouse. 2) DBat Hickory Hills located at 9903-9905 S. 78th Avenue. This is a Baseball/Softball Academy. No objections were noted on these two applications. The third, To Be Announced located at 7707 W. 96th Place. This is a retail car dealership with no name as of today. After a lengthy discussion this application was denied. The Alderman will reach out to owner. The Council was concerned with parking and a zoning issue.

Alderman Ferrero reported the Lights of Hickory Hills Contest will take place on Tuesday, December 15th at 6:30 p.m. She will need one Alderman from each Ward to judge.
