CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, May 27, 2021 at 7:35 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley lead the pledge of allegiance.

OPEN TO THE PUBLIC

Alderman Kman moved to open the meeting to the public. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC

Alderman Stachnik moved to close the meeting to the public. Alderman Purtill second.

Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Stachnik moved to approve the minutes of the regularly scheduled meeting of May 13, 2021 as printed subject to deletions or corrections. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, McHugh, Kman, Purtill, Stachnik, Waight Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley presented the Class C Liquor License for Pizza Castle. Alderman Fonte moved to approve the Pizza Castle Class C Liquor License. Alderman McHugh second. Mayor Howley noted this license also allows for video gaming at this location. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approve.

Mayor Howley requested a motion to cancel the June through September Committee Meetings as is usually done. Alderman Zimmerman moved to approve the cancellation of the June through September Committee Meetings. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mayor Howley thanked Treasurer Vodicka and Alderman Kman for their efforts on the budget that was presented this evening.

CITY CLERK

CITY TREASURER

Treasurer Vodicka is seeking approval for the 2021-2022 Budget that was presented at this evenings Budget and Committee Meetings. Alderman Kman moved to approve the 2021-2022 Budget as presented. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ATTORNEY

CITY ENGINEER

Mr. Spolar thanked the residents for their patience with regards to the street repairs.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the second half of May 2021 in the amount of $442,453.39. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Zimmerman/Public Works

Public Works Director Lehr proposes to use an estimated $50,000.00 MFT Funds for preservation crack sealing. A crack sealing map was distributed to the City Council. Each Ward is proposed to receive approximately ½ mile of this sealing activity.

If there are no concerns, Ms. Lehr will pass this to Robinson Engineering to go out for bid. These streets were chosen due to a high preservation index rating and review of the pavement condition based on type of distresses, severity and quantity. Crack sealing is a preventive maintenance application used in the early stages of new pavement to prevent water entry.

Ms. Lehr noted Public Works has sent out a request for proposal for the triangle pollinator habitat landscaping. The proposal will include removal of turf grass, regrading bed locations if necessary, rototill compost into the soil and installing the plant list of 135 perennials. If no objections are noted, Public Works will approve and issue Golden Gate a purchase order for $7,500.00.

McHugh/Bldg./Facilities

Alderman McHugh reported after conversations with the Mayor and Attorney Cainkar the Community Center will re-open on Monday, June 14, 2021. Attorney Cainkar will prepare some procedures for reopening and share with Alderman McHugh.

Purtill/Laws & Ordinances

Alderman Purtill reported he is in receipt of two (2) business license applications. 1) Pelebration to be located at 9701 S. 78th Avenue. This will be a photography studio. Conditionally approved based on the new proposed requirements. 2) Job Solutions located at 9525 W. 79th Avenue. This business will not be approved until Attorney Cainkar has the new ordinance prepared outlining new requirements.

Fonte/Health & Environmental Control

Alderman Fonte reported for the month of April, The At Your Door Collection has collected 3,994 pounds of e-recycling with 35 stops.

Ferrero/Community Affairs/Youth Advisory

NEW BUSINESS

Building Commissioner Moirano reported Starbucks will be ready to open next Thursday and it is a welcome addition to our City.
