CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, July 14, 2022, at 7:34 p.m.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Alderman Waight moved to open the meeting to the public. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Alderman Zimmerman moved to close the meeting to the public. Alderman Ferrero second.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of June 23, 2022, as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, McHugh, Purtill, Waight, Zimmerman aye. Alderman Fonte pass. So approved.

CITY CLERK

Clerk Catizone announced the next Hickory Hills Blood Drive will be held on Sunday, August 28, 2022.

CITY ATTORNEY

Attorney Cainkar presented Ordinance #22-12, an ordinance adopting the 2021 International Building Code, the 2021 International Residential Code, the 2021 International Mechanical Code, the Illinois Plumbing Code, the 2021 International Fire Code, Chicago Electrical Code, and the Illinois Energy Conservation Code. Alderman Zimmerman moved to approve Ordinance #22-12. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar presented Invoice #2205.1, an invoice in the amount of $97,803.18 to Mauro Sewer Construction for work done on the 82nd Court Drainage Improvements. Alderman Waight moved to approve Invoice #2205.1 to Mauro Sewer Construction in the amount of $97,803.18. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Mr. Spolar presented Invoice #40953 in the amount of $233,773.90 from Lindahl Brothers, Inc. for work done on the 2022 MFT resurfacing program (pay estimate #2, partial). Alderman McHugh moved to approve Invoice #40953 to Lindahl Brothers, Inc. in the amount of $233,773.90. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Ferrero moved to approve the bills payable for the first half of July 2022 in the amount of $690,802.13. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, McHugh, Purtill, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Kman/Finance

Alderman Kman was absent. No report submitted.

Stachnik/Public Safety

Alderman Kman was absent. No report submitted.

Zimmerman/Public Works

Ms. Lehr stated the City has acquired grant funds to create a street tree inventory. The grant also covered the development of an Urban Forestry Management Plan, The plan is a broad view of goals for the next ten years. The City currently manages 4,456 trees in parkways. One of our strengths is that we have 107 species represented in our tree population. However, the Maple genus makes up for 40% of the population. For diversity, pests and diseases we need to lower that number. The City will use this plan and the valuable information to address short-term concerns, long term management considerations and overall planning objectives. Ms. Lehr distributed a flash drive to the Council that is a copy of the Urban Forestry Management plan depicting long term benefits to our community, while reducing long term costs. If there are any questions, please call the Public Works Department.

Alderman Fonte reported he has a meeting with Waste Management to review our contract renewal.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero gave an update on the Street Fair. Currently there are 16 crafters, 5 businesses, and 4 food vendors. The Car Show has 10 cars registered. Discussion ensued on the types of beer that should be sold at the Street Fair.

Waight/Chamber Business Development

Alderman Waight announced the Park District will start their outdoor concerts on Tuesday, July 19th.
