CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, December 8, 2022, at 7:32 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

ROLL CALL

Upon roll call, the following were present:

There being a quorum present, the meeting was called to order.

POLICE PROMOTIONS

At this time the following promotions were made.

Sgt Ryan Bajt was given to oath of Lieutenant by Police Commissioner Mark Cavalieri. Officer James Compton was given the oath of Sgt. of the Hickory Hills Police Department by Commissioner Cavalieri. Kamal Ashkar was given the oath of Probationary Patrol Officer by Commissioner Cavalieri. Father Mol gave a blessing for the new positions. A small reception followed.

OPEN TO THE PUBLIC

Alderman Waight moved to open the meeting to the public. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman McHugh moved to approve the minutes of the regularly scheduled meeting of November 10, 2022, as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley presented a nominee for the Police/Fire Commission. Mr. Dale Jones was introduced to the Council and his resume was distributed. Alderman Stachnik moved to approve the appointment of Mr. Dale Jones to the Hickory Hills Police/Fire Commission. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Mayor Howley presented a request for a temporary liquor license from the St. Patricia Holy Name Society to hold their Super Bowl Party on Sunday, February 5th. Alderman Purtill moved to grant a liquor license with fees waived for the Super Bowl Party on February 5th. Alderman Stachnik second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY CLERK

Clerk Catizone is in receipt of a sign request from the Hills Baseball/Softball Assoc. They would like to place signs around the City for registration. No objections were noted.

CITY TREASURER

Treasurer Vodicka gave an update on the Treasurer’s office activities since the leaving of the Financial Administrator.

CITY ATTORNEY

Attorney Cainkar presented Ordinance #22-16, an ordinance amending Chapter 4, Police Department, Section 4.04, appointment of members, of the Code of Ordinances of the City of Hickory Hills. This ordinance allows for lateral transfers in the Police Department. as previously discussed at the Committee Meeting. Alderman Waight moved to approve Ordinance #22-16. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar presented Invoice #HH-87th-2, estimate number 2 from H. Linden & Sons for work done on the 87th Street Water System Improvement in the amount of $22,292.08. Alderman Zimmerman moved to approve Invoice #HH-87th-2 in the amount of $22,292.08 to H. Linden & Sons. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of December 2022 in the amount of $561,852.00. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, Zimmerman aye. So approved.

Alderman Kman noted the ordinary and customary bills payable for the second half of November 2022 had a total of $188,931.47.
