CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Howley on Thursday, March 23, 2023, at 7:36 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley led the Pledge of Allegiance.

Alderman Zimmerman was absent. There being a quorum present, the meeting was called to order.

Alderman Stachnik moved to open the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC

Alderman Waight moved to close the meeting to the public. Alderman Fonte second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Purtill moved to approve the minutes of the regularly scheduled meeting of March 9, 2023, as printed subject to deletions or corrections.

Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley presented the Finding of Fact for Skora Investments on the property located at 9645 S. 78th Court. A public hearing was held on March 13, 2023. They are requesting a resubdivision into two (2) equal lots. The ZBA approved this with a vote of 7 ayes and 0 nays. The petitioner has agreed to the comments of the reviewers. Alderman Waight moved to approve this resubdivision at 9645 S. 78th Court. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

Mayor Howley is in receipt of a temporary liquor license request from St. Patricia Parish. They are requesting this liquor license for their upcoming Wine Mixer on Saturday, April 22, 2023. Alderman McHugh moved to approve a liquor license for St. Patricia’s Wine Mixer event with fees waived. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

CITY CLERK

Clerk Catizone reported the next Blood Drive will be held on Sunday, March 26, 2023, at the Community Center.

Clerk Catizone reminded the Council to complete their Statements of Economic Interest that are due to Cook County by May 1st.

CITY TREASURER

No report submitted.

CITY ATTORNEY

Mayor Howley noted at this evening’s Committee Meeting Lakeshore Recycling made a presentation regarding the waste collection contract. After some discussion, Alderman Fonte moved to approve a contract for waste collection and recycling services with Lakeshore Recycling Systems (LRS) and authorize the City Attorney to negotiate each contract as per the proposal that was submitted to the City. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

CITY ENGINEER

Mr. Spolar reported they have reviewed the bids submitted at the letting of March 17, 2023, for the 2023 MFT/RBI Street Resurfacing Project. They are as follows:

Lindahl Brothers, Inc………………$911,308.56

He noted the low bid is approximately 4.5% lower than the Engineer’s Estimate of Cost of $881,684.50. Therefore, we recommend the project be awarded to the low bidder, D. Construction, Inc. in the amount of $882,228.78. Alderman Waight moved to award the contract for the 2023 MFT/RBI Street Resurfacing Project to D. Construction, Inc. in the amount of $842,228.78. Alderman Kman second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight, aye. So approved.

Mr. Spolar noted Robinson Engineering, Public Works and the contractor met for a preconstruction meeting on the Maple Lane water main project. The contractor will supply us with a start date as soon as submittals are approved. This project must be completed by November before grant funds expire.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the second half of March 2023 in the amount of $237,347.86. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Stachnik, Waight aye. So approved.

STANDING COMMITTEES

Kman/Finance

Stachnik/Public Safety

Chief Bray announced the crossing guard, MaryAnn Anifer has submitted her letter of resignation. We all wish her well.

Zimmerman/Public Works

Ms. Lehr reported the Tollway and Cook County are in the beginning stages of the intersection rehabilitation at 87th Street and Roberts Road. For roadway work to proceed, starting April 10th the intersection traffic will shift. Roberts Road traffic will shift to the west lanes and 87th Street traffic will shift to the south lanes. They will maintain a through lane in each direction, along with one designated turn lane. Also, the Tollway is working on a press release that we can distribute. The project is slated to be completed by the end of this year.

McHugh/Bldg./Facilities

Purtill/Laws & Ordinances

Alderman Purtill presented one business license application for NoonoKabab located at 8821 W. 87th Street.

This will be a Mediterranean restaurant. No objections were noted.

Fonte/Health & Environmental Control

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported she distributed 140 Street Fair applications at the Stagg Craft Show last weekend.

Alderman Ferrero noted the City has received 10 craft applications and 6 food vendors as of today.

Waight/Chamber Business Development

Alderman Waight reported the Chamber will hold its Business Expo on Saturday, March 25th at Conrady Jr. High.

UNFINISHED BUSINESS

Commissioner Moirano reported he has received bids for the demolition of the house on 78th Avenue. He will have more information in the coming weeks.

NEW BUSINESS

None.
